2026 Budget CIP1
2/2/2025
Title
From: Councilman Sarantou Response Requested: December 12, 2025
If the $24 Million from the CIP would not be available for the 2026 general fund budget, please indicate what specific reductions in various departments could occur to equal $24 million.
Body
Referral Response:
Based on the attached staffing analysis, eliminating the $24 million transfer would require the elimination of approximately 219 total General Fund positions.
Of the City’s 1,898 General Fund positions, 1,540 are in Public Safety (Police, Fire, Law, and Courts). After accounting for Public Safety, and also excluding the Mayor and the 12 members of City Council, there are 345 employees across all remaining General Fund operations.
Removing 219 positions from that remainder would leave 126 employees to operate every non-public-safety function of city government. These 126 employees would be responsible for providing the services for:
City Council, Economic Development, Human Resources, Parks, Recreation & Community Enrichment, Office of the Mayor, Urban Beautification, Engineering and Construction Management, Auditor, MONSE, the Plan Commission, Financial Analysis, Finance Administration, Treasury, Accounts, Finance ERP, Neighborhoods Administration, Housing Division, Purchasing & Supplies, Traffic Management, Waste Disposal, Environmental Services, Communications, Human Relations Commission, Youth Services, Educational Engagement and Workforce Development, Taxation, and Engage Toledo, Building Inspection, and Code Enforcement
