During the Committee of the Whole meeting presentation on March 27th, Arcadis presented the original determinations from the Facilities Plan and the subsequent recommendations of the Blue Ribbon Panel. Neither the original facilities plan nor the Blue Ribbon Panel recommendations included any analysis related to constructing south of the existing facility. The Bay View Waste Water Treatment Plant is landlocked on the south side of the plant by Brenner 75 at Harrison Marina. It’s not feasible to construct improvement on any properties in vicinity just south of Brenner 75 as there are no properties of sufficient size and the necessity that the plant improvements be constructed contiguous to the existing plant due to the difficulty in pumping thickened sludge material.
In both the Facilities Plan and Blue Ribbon Panel Recommendations (see attached) it is necessary to have a contractor parking area, trailer area, and laydown yard for equipment and materials. In either scenario, the golf course property is needed to allow for the area required merely to perform the necessary operations to construct the new facilities. There is no other feasible location for the contractor operations to construct the improvements.
To summarize, there is no feasible alternative to constructing the new facilities to the south of the plant due to the lack of sufficient space for the improvements and contractor operations area, as well as the necessity to locate the improvements immediately adjacent to the existing facility due to the issues with pumping sludge material.
