Title

Please provide a detailed report on what it would cost to move the Water Tower to Bowman Park using ARPA dollars.

Body
Referral Response:

The location for the two water towers in West Toledo was thoroughly vetted from a regulatory, engineering, and financial standpoint. The approved location on Northover Road was determined to be the ideal location due to the proximity to two existing large watermains at Northover Road and Jackman Road.
Changing the location to Bowman Park may or may not be feasible from a regulatory or engineering standpoint. The EPA would need to approve any change to the plan and changing the location would violate the timeline of the project as approved. Further engineering assessments would need to be done to fully vet the feasibility of placing the towers at Bowman Park.
From a financial perspective, moving the towers to Bowman Park is estimated to increase the total cost of the project by $13.8 million.
Changing the location to Bowman Park would also impact the construction plan. Moving the towers to Bowman Park would require the construction of two 42" watermains on Jackman Road from Northover Road to Bowman Park. This is estimated to take two years to construct and would require periodically closing large sections of Jackman Road as well as a complete closure of the intersection at Jackman Road and West Laskey Road for at least a month. Due to the size of pipes necessary for the project, maintaining traffic, even one way, during construction will be a challenge.
In addition, the park is no longer owned by the City of Toledo. Bowman Park is owned by Toledo Public Schools and negotiations with TPS would need to be factored into the timeline for completion.
The location at Silver Creek Elementary is the ideal location for several reasons. Once construction of the towers is completed, the restoration of the site will include adding a brand-new wetland park for...
