Authorizing the Mayor to enter into successor parking lot

waiving the competitive procurement requirements of TMC  
Chapter 187; and declaring an emergency.  
Authorizing a one-year renewal of the City’s professional  
services agreement with McGohan Brabender; authorizing  
the expenditure of funds from the Healthcare Internal Service

Authorizing the Mayor to enter into an agreement with Anthem  
Blue Cross and Blue Shield for the provision of specific stop  
loss insurance services for a term of one (1) year; authorizing

DEPARTMENT OF DIVERSITY, EQUITY & INCLUSION  
Authorizing the Mayor to enter into an agreement for a Gender  
Equity Analysis; authorizing the expenditure of an amount not to  
exceed $100,000 from the General Fund; and declaring an

Amending City of Toledo Municipal Code 184, CEDAW; and

DEPARTMENT OF PARKS AND YOUTH SERVICES  
Authorizing the expenditure of an amount not to exceed $130,000  
from the Capital Improvement Fund for installation of parking lot  
lighting at Schneider Park; authorizing the Mayor to accept bids and  
award contracts for said purpose; and declaring an emergency.  
OFFICE OF THE MAYOR  
Authorizing the Mayor to accept grant funds from the Bloomberg  
American Health Initiative (BAHI) at the Johns Hopkins Bloomberg  
School of Public Health to receive the Network of Practice Grant in  
the amount of $25,000; authorizing the appropriation and expenditure  
of said funds; and declaring an emergency.  
DEPARTMENT OF LAW  
Authorizing the Mayor to purchase a boat insurance policy for  
the City’s FireStorm 36 Rescue Vessel for one year with an  
option to renew for three additional one-year periods subject  
to available annual appropriation; authorizing the expenditure  
from the Risk Management Fund; waiving competitive  
procurement requirements of TMC 187; and declaring an  
emergency.  
DEPARTMENT OF POLICE OPERATIONS  
Authorizing the Mayor to accept a grant in the amount of  
$241,294.34 from the State of Ohio for police officer training;  
authorizing the deposit, appropriation, and expenditure of said  
funds; and declaring an emergency.  
DEPARTMENT OF PUBLIC SERVICE  
Authorizing the Mayor to enter into a 2024 Community and  
Litter Grant Agreement with the Ohio Environmental  
Protection Agency (Ohio EPA); authorizing the acceptance,  
deposit, appropriation and expenditure of grant proceeds in  
the amount of $100,000 into the Operation Grants Fund;  
authorizing the appropriation of $25,000 from the  
unappropriated balance of the Storm Water Utility  
Improvement Fund for grant-matching obligations; authorizing  
the acceptance, deposit and appropriation of fees collected;  
authorizing the Mayor to accept bids and award contracts for  
the purchase of services and other necessary items to carry  
out the terms of this grant; and declaring an emergency.  
DEPARTMENT OF PUBLIC UTILITIES  
Authorizing the Mayor to enter into a one-year contract with  
Benevate, Inc. dba Neighborly Software for the development of an  
online portal for the customer assistance affordability certification  
and for operation of the portal; authorizing the expenditure in an  
amount not to exceed $25,000 from the Utility Administrative  
Services Fund; waiving the competitive bidding requirements of TMC  
Chapter 187; and declaring an emergency.  
Authorizing the appropriation and expenditure of $100,000 to fund the  
customer assistance grant program for water, sewer and storm water  
customers; and declaring an emergency.  
Repealing Toledo Municipal Code Section 929.03; enacting a new  
Toledo Municipal Code Section 929.03 to establish new monthly  
billing for the sewer rates; repealing Toledo Municipal Code Section  
929.04(b)(4).  
Authorizing the expenditure of an amount not to exceed  
$15,611 for the payment of the City of Toledo's 2024 Dues to  
the WateReuse Association; and declaring an emergency.  
THE CLERK REPORTS:  
Declaring the intent to vacate the parcel of land being part of lot 290  
& lot 291 of the Stickney’s 3rd Addition, and part of Stickney’s  
Addition of Lot 290, constituting .3801-acre alley vacation, located in  
the city of Toledo, Lucas County, Ohio and declaring an emergency.  
ITEM LIKELY TO BE RELIEVE OF MOBILITY, SUSTAINABILITY &  
BEAUTIFICATION:  
Authorizing the Mayor to enter into and execute agreements  
with VEO Ride, Inc. and giving consent to use the public  
rights-of-way for the dock-less, shared micro-mobility service  
that includes both stand up and sit-down devices; and  
declaring an emergency.  
ITEMS FROM FINANCE, DEBT AND BUDGET OVERSIGHT COMMITTEE  
Amending Sections 1905.01 and 1905.14 of the Toledo  
Municipal Code to provide, among other matters, for the  
continuation of the City’s existing temporary three-quarters  
(¾%) municipal income tax for a period commencing January  
1, 2025 and ending December 31, 2028, to continue to provide  
additional funds for Police, Fire, and other Safety Department  
responsibilities, for the General Fund, and for the Capital  
Improvements Fund, and for the allocation of those funds.

Amending Section 1905.011 of the Toledo Municipal Code to  
provide, among other matters, for the continuation of the  
City’s existing temporary one-quarter percent (¼%)  
municipal income tax for a period commencing January 1,  
2025 and ending December 31, 2028, to continue to provide  
funds to pay costs of improving the City’s system of roads,  
streets and bridges and to continue to provide for all of the  
proceeds of that tax to be credited to a separate Road  
Improvements Fund and dedicated and applied solely for that  
purpose after provision for the costs of collection,  
administration and enforcement of the tax.

ITEM FROM THE WATER QUALITY COMMITTEE  
[O-610-23] Authorizing the disappropriation, appropriation  
and expenditure of $900,000 from the Water Replacement  
Fund for the construction of a boardwalk for water resource  
education at 1936 Northover Road as part of the Water  
Distribution System Improvements; authorizing mayor to  
accept bids and execute necessary agreements related to the  
project; and declaring an emergency.  
ITEMS FROM THE ZONING & PLANNING COMMITTEE  
Declaring the vacation of a 14 foot by 120 foot alley lying adjacent to  
Lots 384 through 387 and Lot 802 within the “Extension of Norwood  
Plat” within the City of Toledo, Lucas County, Ohio; and declaring an  
emergency.  
Declaring the vacation of a 16 foot alley lying south of Western  
Avenue and along the easterly lot line of Lot 17 for a distance of 110  
feet together with a portion of a 14 foot alley running east and west  
along the northerly lot lines of Lots 40 and 41 for a distance of 160  
feet, all within a plat recorded as "Swan Creek Addition" within the  
City of Toledo, Lucas County, Ohio; and declaring an emergency.
