Improvement Fund to complete the purchase and

for the City’s FireStorm 36 Rescue Vessel for one year  
with an option to renew for three additional one-year

Fund; waiving competitive procurement requirements of  
TMC 187; and declaring an emergency.  
DEPARTMENT OF POLICE OPERATIONS

Authorizing the Mayor to accept a grant in the amount of  
$241,294.34 from the State of Ohio for police officer  
training; authorizing the deposit, appropriation, and  
expenditure of said funds; and declaring an emergency.

Authorizing the Mayor to enter into a 2024 Community  
and Litter Grant Agreement with the Ohio Environmental  
Protection Agency (Ohio EPA); authorizing the  
acceptance, deposit, appropriation and expenditure of  
grant proceeds in the amount of $100,000 into the  
Operation Grants Fund; authorizing the appropriation of  
$25,000 from the unappropriated balance of the Storm  
Water Utility Improvement Fund for grant-matching  
obligations; authorizing the acceptance, deposit and  
appropriation of fees collected; authorizing the Mayor to  
accept bids and award contracts for the purchase of  
services and other necessary items to carry out the terms  
of this grant; and declaring an emergency.

with Benevate, Inc. dba Neighborly Software for the  
development of an online portal for the customer

Fund; waiving the competitive bidding requirements of  
TMC Chapter 187; and declaring an emergency.

to fund the customer assistance grant program for water,  
sewer and storm water customers; and declaring an

Repealing Toledo Municipal Code Section 929.03;  
enacting a new Toledo Municipal Code Section 929.03 to  
establish new monthly billing for the sewer rates; repealing  
Toledo Municipal Code Section 929.04(b)(4).

$15,611 for the payment of the City of Toledo's 2024  
Dues to the WateReuse Association; and declaring an

other Safety Department responsibilities, for the General  
Fund, and for the Capital Improvements Fund, and for the  
allocation of those funds.
