water supply facilities, sanitary sewers and related  
sanitary facilities, storm sewers and related drainage  
facilities, bicycle lanes, sidewalks, crosswalks and  
streetscaping, and installing decorative street lighting,  
signage and trees and other landscaping, (ii) constructing  
a transportation mobility hub including related seating,  
lighting, bicycle and scooter shelter and other equipment,  
and (iii) constructing a multiuse path along Dorr Street  
including commissioning and installing public artwork  
along the path, in each case as designated in the plans  
approved or to be approved by Council and together with  
the necessary appurtenances and work incidental thereto,  
and acquiring real estate and interests in real estate in  
connection therewith, and declaring an emergency.

Water Operating Fund for bulk chemical expenses  
at the Collins Park Water Treatment Plant;

Sewer Operating Fund for bulk chemical expenses  
at the Bay View Water Reclamation Plant; and  
declaring an emergency.  
Expressing City Council’s support and authorizing the  
Mayor to prepare and submit applications for Water  
Pollution Control Loan Fund (WPCLF) loans through  
the OEPA Division of Environmental and Financial  
Assistance (DEFA) for design and construction projects  
related to the Bay View Water Reclamation Plant  
Improvement Project and to enter into and execute  
agreements as necessary and appropriate for obtaining  
this financial assistance; authorizing a dedicated source  
for repayment of said loans; authorizing a dedicated  
source for payment of any loan application fees; and  
declaring an emergency.  
Authorizing the appropriation and expenditure of  
$200,000 from the Water Replacement Fund for  
the Low Service Pumping Station Well  
Improvements; authorizing the Mayor to accept

loan proceeds in an amount not to exceed $2,000,000 into  
the Water Replacement Fund for the Lead Service Line  
Replacement Project; authorizing the appropriation and  
expenditure of an amount not to exceed $100,000 from the  
Water Replacement Fund for the payment of  
administrative fees and miscellaneous project costs;  
authorizing the Mayor to accept bids and execute  
necessary agreements related to the project; and

Authorizing the appropriation and expenditure of  
an amount not to exceed $1,000,000 from the  
unappropriated balance of the Water Replacement  
Fund for the Crosstown Water Main Route Study;

study including inspection, survey, engineering and  
other related work, tasks, equipment, and
