DEPARTMENT OF POLICE OPERATIONS  
Amending Ordinance 591-24 to amend the expenditure  
not to exceed $330,000 from the General Fund for Flock  
OS and ALPRs; and declaring an emergency.  
DEPARTMENT OF FIRE & RESCUE OPERATIONS:  
Authorizing the Mayor to enter into an amended  
commercial property lease with Triversified LLC for the  
lease of real property located at 1310 (aka 1302)  
Expressway Drive South, Toledo Ohio for the purpose of  
extending the lease term an additional five years and  
corresponding rent; authorizing the annual expenditure  
of funds; and declaring an emergency.  
Authorizing the Mayor to execute, modify, amend, and renew an  
emergency medical services support memorandum of  
understanding with Anthem Blue Cross and Blue Shield;  
authorizing the Mayor to accept and deposit in an annual  
amount not to exceed $20,000 in grant proceeds into the  
Operation Grants Fund; authorizing the appropriation and  
expenditure of the same; authorizing the Mayor to execute,  
modify, amend, and renew necessary contracts; waiving the  
competitive bid requirements of Chapter 187; and declaring an  
emergency.  
DEPARTMENT OF LAW:  
Approving settlements with certain opioid companies as  
part of multi-district litigation; authorizing the Mayor  
and Director of Law to execute documents necessary to  
effectuate the settlements according to their terms; and  
declaring an emergency.  
Authorizing the Mayor to enter into a Civil Legal Assistance  
Services agreement with Legal Aid of Western Ohio, Inc.  
(LAWO) for the provision of indigent civil legal services for a  
term of two years; authorizing the annual expenditure of funds

estimated at $200,000 from the Expendable Trust Fund; and  
declaring an emergency.  
Authorizing the settlement of the claims of Alisha Hanks for the  
sum of $14,923.07; authorizing the expenditure of $14,923.07  
from the Risk Management Fund; and declaring an emergency.  
DEPARTMENT OF PUBLIC UTILITIES:  
Authorizing the Mayor to enter into an amended grant  
agreement with the Ohio Department of Natural Resources  
(ODNR) through the H2Ohio fund for purposes of the Hill Ditch  
stream restoration project at Bandore Park; authorizing the  
Mayor to accept, deposit, appropriate and expend additional  
grant proceeds in the amount of $35,000 in the Operation  
Grants Fund; authorizing the Mayor to accept bids and award  
contracts for said project; and declaring an emergency.  
Authorizing the Mayor to enter into a Hazardous Materials  
Training Grant Agreement with the Public Utilities Commission  
of Ohio (PUCO); authorizing the Mayor to accept and deposit  
$15,000 in grant proceeds into the Operation Grants Fund;  
authorizing the appropriation and expenditure of grant funds;  
authorizing the Mayor to accept bids and execute necessary  
contracts; and declaring an emergency.  
Authorizing the Mayor to accept bids and enter into a one (1)  
year contract with an option for an additional three (3) one-year  
renewals for the purchase of curb and valve boxes for water  
repairs; authorizing the annual expenditure of $400,000 from  
the Water Operating Fund for said purchase subject to annual  
appropriation; and declaring an emergency.  
Authorizing the Mayor to execute a one-year contract  
extension with Northwest Water and Sewer District for  
sewer services; and declaring an emergency.  
DEPARTMENT OF INFORMATION & TECHNOLOGY:  
Authorizing the Mayor to enter into agreements for the human  
capital management (HCM) software project; authorizing the  
disappropriation of $3,200,000 from the Capital Improvement

Fund; authorizing the appropriation and expenditure of  
$2,643,000 from the Capital Improvement Fund for the HCM  
project; authorizing the expenditure of $210,000 from the  
General and Information and Communications Technology  
Funds for the HCM project; and declaring an emergency.  
Authorizing the Mayor to enter into a one-year  
software-as-a-service agreement for website chatbot software,  
with the option to renew for two additional one-year terms;  
authorizing the expenditure of an amount not to exceed $18,000  
for one-time implementation costs and not to exceed $25,000  
annually for subscription costs from the Information and  
Communications Technology Fund; and declaring an  
emergency.  
Authorizing year-end appropriations and budget adjustments  
within the 2024 Operating and Capital Improvement Budgets;  
and declaring an emergency.  
DEPARTMENT OF PARKS AND YOUTH SERVICES:  
Authorizing the acceptance, deposit, appropriation and  
expenditure of $6,191.93 in donated funds from the  
Elmhurst Elementary Parent Teacher Association for the  
purchase and installation of accessible playground  
equipment; authorizing the Mayor to accept bids, utilize  
cooperative procurement programs and execute the  
necessary contracts related to the project; and declaring  
an emergency.  
OFFICE OF THE MAYOR:  
Authorizing the Mayor to enter into a professional consulting  
services agreement with Shumaker Advisors, LLC to provide  
the City with government affairs services for a term of one year  
with the option to renew for two additional one-year terms;  
authorizing the expenditure of funds in an amount not to exceed  
$60,000 annually; waiving the competitive bidding requirements  
of TMC 187; and declaring an emergency.
