COUNCILWOMAN WILLIAMS PRESENTS THE FOLLOWING NEW ITEMS  
FROM COUNCIL:  
Authorizing the Mayor to enter into a three-year agreement,  
with two one-year renewal options, with Granicus, Inc.; waiving  
the competitive procurement requirements of TMC Chapter  
187; authorizing the expenditure of an amount not to exceed  
$48,000 from the General Fund for annual subscription and  
maintenance costs for the Granicus Legislative Management  
Suite software; and declaring an emergency.  
Providing for an election on the question of the approval of the  
passage of an ordinance to amend Chapter 1905 of the Toledo  
Municipal Code to provide for a new temporary one-quarter  
percent (1/4%) municipal income tax for a period commencing  
January 1, 2027, and ending December 31, 2030, for the  
purpose of allocating the levy proceeds to the General Fund to  
be dedicated to neighborhood safety expenditures, and police  
and fire safety force operations, including criminal gang  
disruption; and declaring an emergency.  
Amending Chapter 1905 of the Toledo Municipal Code by  
creating a new Section 1905.012 to provide, among other  
matters, for a new temporary one-quarter percent (1/4%)  
municipal income tax for a period commencing January 1, 2027,  
and ending December 31, 2030, for the purpose of allocating

2; authorizing the expenditure of an amount not to exceed  
$85,000 from the Capital Improvement Fund District  
Improvement Program (DIP); authorizing the expenditure of an  
amount not to exceed $50,000 annually for subscription costs  
from the Capital Improvement Fund subject to annual  
appropriation; waiving the competitive bidding provisions of  
TMC Chapter 187; and declaring an emergency.

COUNCILMAN HOBBS PRESENTS THE FOLLOWING ITEM FROM THE  
TOLEDO MUNICIPAL COURT:  
Authorizing an agreement with the Lucas County Board of  
County Commissioners for provision of jury services to Toledo  
Municipal Court through the Lucas County Common Pleas  
Court program; authorizing the expenditure of $37,107.02 in  
the first year of the contract; waiving the requirements of TMC  
187 and making certain findings with respect thereto; and  
declaring an emergency.  
COUNCILMAN MARTINEZ PRESENTS THE FOLLOWING ITEM FROM THE  
DEPARTMENT OF PUBLIC UTILITIES:  
Authorizing the Mayor to enter into a contract for emergency  
repairs to the Carbon Dioxide System at the Collins Park  
Water Treatment Plant; authorizing the appropriation and  
expenditure of an amount not to exceed $85,000 from the  
Water Replacement Fund for said repairs; waiving the  
competitive bidding provisions of TMC Chapter 187; and  
declaring an emergency.  
COUNCILMAN SARANTOU PRESENTS THE FOLLOWING 8 ITEMS FROM THE  
DEPARTMENT OF FINANCE:  
Levying special assessments for the improvement of  
certain streets and public ways in the downtown area of  
the City by providing street lighting during the calendar  
year 2025; and declaring an emergency.  
Levying special assessments for the improvement of  
certain streets, alleys and public ways outside of the  
downtown area of the City by providing street lighting  
during the calendar year 2025; and declaring an  
emergency.  
Levying special assessments for controlling the blight and  
disease of shade trees within public rights-of-way and planting,  
maintaining, trimming and removing shade trees in and along  
the streets of the City during the calendar year 2025; and  
declaring an emergency.

Levying special assessments for sprinkling, sweeping, cleaning  
and snow removal services for the municipal streets, alleys and  
public ways in the City during the calendar year 2025; and  
declaring an emergency.  
Providing for the issuance and sale of $2,520,000 of notes, in  
anticipation of the issuance of bonds, for the purpose of paying  
costs of constructing, reconstructing and rehabilitating sidewalks,  
including, where necessary, driveway approaches and curbs, in  
certain locations on designated streets; and declaring an  
emergency.  
Providing for the issuance and sale of Notes for the purpose of  
paying, in anticipation of the levy and collection of special  
assessments, a portion of the cost of (i) lighting streets, alleys  
and other public ways of the City, (ii) sprinkling, sweeping,  
cleaning and removing snow from streets, alleys and other  
public ways of the City and (iii) controlling blight and disease  
of shade trees within rights of way and planting, maintaining,  
trimming and removing shade trees in and along streets of the  
City, all during the year 2026; authorizing the execution and  
delivery of a Trust Agreement securing the payment of the  
Notes; authorizing the execution and delivery of certain other  
documents in connection with the issuance of the Notes; and  
declaring an emergency.  
Authorizing the appropriation of $115,000 from the  
General Fund; authorizing the operating transfer of  
same to the Small Business Development Fund; and  
declaring an emergency.  
Closing the Small Business Development Fund; and  
declaring an emergency.  
COUNCILMAN HOBBS PRESENTS THE FOLLOWING ITEM FROM THE  
DEPARTMENT OF FIRE & RESCUE OPERATIONS:  
Authorizing the expenditure of an amount not to exceed  
$40,000 from the Capital Improvement Fund for the  
replacement of the HVAC system at Fire Station 6; authorizing  
the Mayor to enter into a contract with Industrial Power  
Systems, Inc.; waiving the competitive bidding requirements of  
TMC Chapter 187; authorizing the Mayor to award contracts  
for said purchases; and declaring an emergency.

expenditure of funds from the Operation Grants Fund;  
authorizing the Law Enforcement Trust Fund expenditure of an  
amount not to exceed $10,000; authorizing the Mayor to accept  
bids and award contracts; and declaring an emergency.  
Authorizing the expenditure of an amount not to exceed  
$147,000 from the Capital Improvement Fund for the  
purchase of Mobile Data Terminals (MDTs) for police  
vehicles; authorizing the Mayor to accept bids and  
award contracts; and declaring an emergency.  
Authorizing the Mayor to enter into an agreement with the  
Bureau of Justice Assistance through the Office of Criminal  
Justice Services, and to accept and deposit a FY 2025 Paul  
Coverdell Forensic Science Improvement grant in the amount  
of $32,455.39 for the Toledo Police Department; authorizing  
the appropriation and expenditure of funds from the Operation  
Grants fund; authorizing the Mayor to accept bids and award  
contracts; and declaring an emergency.  
Authorizing the expenditure of an amount not to exceed  
$105,000 from the Law Enforcement Trust Fund for the  
purchase of a laser scanner for police; authorizing the  
Mayor to accept bids and award contracts; and declaring

$194,888.88 from the State of Ohio Peace Officer Training  
Commission for police officer training; authorizing the deposit,
