187; and declaring an emergency.

Authorizing the Mayor to enter into a contract with APTIM for  
emergency repairs at the Hoffman Road Landfill; authorizing  
the expenditure of an amount not to exceed $15,000 from the  
Solid Waste Trust Fund; waiving the competitive provisions of  
TMC Chapter 187; and declaring an emergency.

Authorizing the expenditure of an amount not to exceed  
$350,000 from the Municipal Garage Fund for the City-Wide  
vehicle Lease Program; and declaring an emergency.

improvement and/or replacement of major mechanical

purchases; waiving the competitive bidding requirements

replacement of vehicles and equipment for the Police

COUNCILMEMBER KOMIVES PRESENTS THE FOLLOWING ITEM FROM THE  
DEPARTMENT OF PUBLIC WORKS  
Authorizing the Mayor to accept and deposit additional grant  
proceeds into the Operation Grants Fund in the amount of  
$81,624 received from the Ohio Environmental Protection  
Agency and reducing grant proceeds into the Operation Grants  
Fund in the amount of $89,987 received from the United States  
Environmental Protection Agency; authorizing the Mayor to  
execute necessary agreements in connection with the grants;  
authorizing the appropriation and expenditure of said funds;  
authorizing the Mayor to accept bids and award contracts for  
the purchase of supplies, equipment, vehicles, and other  
necessary items to carry out the terms of these grants; and  
declaring an emergency.

COUNCILMAN MARTINEZ PRESENTS THE FOLLOWING 6 ITEMS FROM THE  
DEPARTMENT OF PUBLIC WORKS:  
Authorizing the appropriation and expenditure of an amount not

to exceed $184,000 from the Sewer Replacement Fund for the  
purchase of primary grit tank parts and equipment from the  
original equipment manufacturer for the grit collection system at  
the Bay View Water Reclamation Plant; authorizing the Mayor  
to enter into a contract for said purchase; waiving the  
competitive procurement provisions of TMC Chapter 187; and  
declaring an emergency.  
Authorizing the expenditure of an amount not to exceed  
$65,000 from the Sanitary Sewer Operating Fund for the  
purchase of Hach process control equipment for the Bay View  
Water Reclamation Plant; authorizing the Mayor to accept bids  
and award contracts for the Hach Process Control Equipment  
Project; and declaring an emergency.

Authorizing the expenditure of $125,000 of appropriated loan  
funds for the purchase of property near the Reynolds Area  
Pump Station required for the Water Reclamation Improvement  
Program, together with various costs and services related  
thereto; authorizing the Mayor to amend the existing contract  
with Erie West Realty Solutions, Inc. in an amount not to  
exceed $15,000 for property acquisition services for said  
Program; and declaring an emergency.  
Authorizing the Mayor to enter into necessary

Agency for a Source Water Protective Strategies grant;  
authorizing the acceptance, deposit, appropriation and  
expenditure of grant proceeds in the amount of $15,129  
in the Water Replacement Fund for purposes of the  
Source Water Protective Strategies Grant; authorizing  
the Mayor to enter into an agreement with The Ohio  
State University for outreach and education; waiving the  
competitive bidding requirements of TMC Chapter 187;  
and declaring an emergency.  
Authorizing the appropriation and expenditure of $105,000  
from the Water Replacement Fund for one in-line Total  
Organic Carbon (TOC) Meter and one benchtop TOC meter  
with autosampler; authorizing the Mayor to accept bids and  
award contracts for two TOC Meters; and declaring an  
emergency.

Authorizing the expenditure of an amount not to exceed  
$35,000 from the General Fund for the purpose of  
enhancements to the City of Toledo website; authorizing the  
Mayor to enter into a contract for said purpose; waiving the  
competitive procurement requirements of TMC Chapter 187;  
and declaring an emergency.

COUNCILMAN MELDEN PRESENTS THE FOLLOWING 3 ITEMS FROM THE  
DEPARTMENT OF DEVELOPMENT:  
Amending Ordinance No. 315-94 as amended by  
Ordinance Nos. 585-94 and 486-13, which declared  
improvements to the site of the Owens Corning World  
headquarters to be a public purpose and authorized the  
use of tax increment financing (TIF) under Ohio  
Revised Code Sections 5907.41, 5907.42 and 5709.43  
with respect to improvements on the included property,  
to extend the time period of the TIF authorized  
thereunder as permitted under Ohio Revised Code  
Section 5709.511; authorizing amendments to the Tax  
Increment Service Agreement between the City of  
Toledo, Toledo Lucas County Port Authority and Owens  
Corning dated March 1, 1995, as amended, and the  
execution of other necessary documents; requiring a  
compensation agreement with Toledo Public Schools;  
and declaring an emergency.

Authorizing amendments or supplements to the  
Development Agreement for the Middlegrounds  
dated June 1, 1994 as supplemented December 23,  
2013; and declaring an emergency.

COUNCILMAN DRISCOLL PRESENTS THE FOLLOWING 2 ITEMS  
DEPARTMENT OF TRANSPORTATION:  
Authorizing the Mayor to enter into and execute cooperative  
agreements between the City of Toledo and the State of Ohio  
Department of Transportation (ODOT) and giving consent to  
ODOT to rehabilitate a bridge within the City of Toledo limits  
on State Route 65, Craig Memorial Bridge; and declaring an  
emergency

Authorizing the Mayor to apply for and enter into a

supplemental loan agreement with the Ohio Water  
Development Authority in an amount not to exceed $2,000,000  
for additional repairs of a sewer failure on Arlington Ave.;  
authorizing the acceptance and deposit of loan proceeds not to  
exceed $2,000,000 into the Sanitary Sewer Replacement  
Fund; authorizing the appropriation and expenditure of said  
proceeds for the repair; authorizing the appropriation and  
expenditure of $25,000 from the Sanitary Sewer Replacement  
Fund for the payment of loan administration fees and  
miscellaneous project costs; authorizing the Mayor to amend  
the existing contract with Kokosing Construction Company for  
said project; authorizing a dedicated source for repayment of  
said loan and capitalized interest; and declaring an emergency.  
COUNCILMAN HOBBS PRESENTS THE FOLLOWING ITEM FROM THE  
DEPARTMENT OF LAW:  
Authorizing the settlement of the personal injury claims of Julie  
Robinson for the sum of $750,000; authorizing the expenditure  
of $750,000 from the Risk Management Fund; and declaring  
an emergency.
