the Ohio Historical Records Advisory Board in the amount of  
$2,480 for the plat map preservation project; authorizing the  
appropriation and expenditure of funds from the Operations  
Grant Fund; authorizing the Mayor to enter into necessary  
agreements for said project; and declaring an emergency.  
Approving a Petition For Special Assessments for Special  
Energy Improvement Projects and a Project Plan for the  
Northwest Ohio Advanced Energy Improvement District under

Authorizing the Mayor to renew an agreement with  
SoundThinking, Inc. for Shotspotter; authorizing the  
appropriation and expenditure of $213,855 in the General  
Fund for the renewal; waiving the competitive bidding  
requirements of TMC Chapter 187; and declaring an  
emergency.  
COUNCILMEMBER KOMIVES PRESENTS THE FOLLOWING ITEM FROM THE  
DEPARTMENT OF PUBLIC SERVICE:  
Authorizing the Mayor to accept bids and enter into a five-year  
agreement for the collection and composting of food waste;  
authorizing an expenditure of an amount not to exceed $35,000  
annually from the General Fund over the term of said  
agreement; and declaring an emergency.  
COUNCILMAN MARTINEZ PRESENTS THE FOLLOWING 7 ITEMS FROM THE  
DEPARTMENT OF PUBLIC UTILITIES:  
Authorizing the appropriation and expenditure of $200,000  
from the Water Replacement Fund for the Emergency Gas  
Scrubber Media Changeout; authorizing the Mayor to accept  
bids and award contracts for said purpose; and declaring an  
emergency.  
Authorizing the appropriation and expenditure of $30,000 from  
the Water Replacement Fund for a 12 Ton Portable Air  
Conditioner; authorizing the Mayor to accept bids and award  
contracts for said project; the and declaring an emergency.  
Authorizing the appropriation and expenditure of $105,000  
from the Water Replacement Fund for the Heatherdowns Pump  
Station Repair Project; authorizing the Mayor to accept bids

Low Service Pump Station Voltage Drives Preventative

from the Sewer Replacement Fund, $148,000 from the Storm  
Water Replacement Fund, and $1,574,000 from the Water  
Replacement Fund for the purchase or lease of vehicles and  
equipment; authorizing the Mayor to accept bids and award  
contracts; the and declaring an emergency.  
Authorizing the Mayor and the Department of Public  
Utilities to apply for, accept, and enter into a cooperative  
agreement between the City and the Ohio Water  
Development Authority providing for the refinancing of  
the outstanding principal balance of the City’s  
$12,305,000 Water System Revenue Refunding Bonds,  
Series 2015, dated August 18, 2015; and declaring an  
emergency.  
COUNCIL MEMBER GADUS PRESENTS THE FOLLOWING ITEM FROM THE  
DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT:  
Authorizing the disappropriation of $9,576.26 from the  
previous Emergency Solutions Grant (ESG) 37th grant year;  
authorizing the appropriation and expenditure of $9,576.26  
from the unappropriated balance of the ESG Operating Grant

COUNCILMAN HOBBS PRESENTS THE FOLLOWING 2 ITEMS FROM THE

Authorizing the Mayor to accept a grant in the amount of  
$243,034.22 from the State of Ohio for police officer training;  
authorizing the deposit, appropriation and expenditure of said  
funds; authorizing the Mayor to accept bids and award  
contracts; and declaring an emergency.  
Authorizing the Mayor to enter into an agreement with  
the Bureau of Justice Assistance through the Office of  
Criminal Justice Services, and to accept and deposit a  
FY 2024 Paul Coverdell Forensic Science Improvement  
grant in the amount of $32,678.94 for the Toledo Police  
Department; authorizing the appropriation and  
expenditure of funds from the Operation Grants fund;  
authorizing the Mayor to accept bids and award  
contracts; and declaring an emergency.  
COUNCILMAN HOBBS PRESENTS THE FOLLOWING ITEM FROM THE  
DEPARTMENT OF FIRE & RESCUE OPERATIONS:  
Amending Ordinance 337-24 to authorize additional  
expenditures for the purchase of EMS supplies; and

Repealing Ordinance 506-80 in its entirety, a proposed zone
