the appropriation and expenditure of $150,000  
from the Water Replacement Fund for said  
purchase; and declaring an emergency.  
$300,000 from the Sanitary Sewer Replacement  
Fund for the Plant HVAC Systems Repair &  
Replacement Project at the Water Reclamation  
Plant; authorizing the Mayor to accept bids and  
award contracts for equipment repair and/or  
replacement and for related professional,  
engineering, permitting, construction, testing and  
commissioning services; and declaring an  
emergency.  
$400,000 from the Sanitary Sewer Replacement  
Fund for the Grit Removal System Electrical  
Trenway Replacement Project at the Water

COUNCILWOMAN McPHERSON PRESENTS THE FOLLOWING 3 ITEMS FROM  
THE DEPARTMENT OF HUMAN RESOURCES:  
agreement for the provision of employee  
assistance services for the City of Toledo’s  
uniformed and civilian employees; authorizing  
the expenditure in an amount not to exceed  
$105,000 from the General Fund; and declaring  
an emergency.  
agreement for consultation services related to  
the administration, selection, and  
implementation of programs and improvements  
relating to the City’s healthcare and wellness  
plans, for a term of three years with the option  
to renew for two one-year terms; authorizing the  
expenditure of an amount not to exceed  
$148,000 annually from the Healthcare Internal  
Service Fund; and declaring an emergency.  
$36,000 from the General Fund (Employee  
Engagement Committee) for the provision of an  
employee engagement activity with the Toledo  
Mud Hens Baseball Club, Inc; and declaring an  
emergency.  
COUNCILWOMAN McPHERSON PRESENTS THE FOLLOWING 3 ITEMS FROM  
THE DEPARTMENT OF INFORMATION & TECHNOLOGY:  
from the Capital Improvement Fund; authorizing  
the appropriation and expenditure of $171,000  
from the Capital Improvement Fund for the  
Human Capital Management (HCM) project for  
data management, data retention and associated  
security work related to data; authorizing the  
Mayor to execute necessary agreements; and  
declaring an emergency.  
COUNCILWOMAN WILLIAMS PRESENTS THE FOLLOWING ITEM FROM THE  
DEPARTMENT OF PARKS AND YOUTH SERVICES:  
the Ohio Department of Natural Resources  
(ODNR) in the amount of $91,564 for  
improvements to the Grove Patterson tennis  
courts; and declaring an emergency.  
COUNCILMAN HOBBS PRESENTS THE FOLLOWING 2 ITEMS FROM THE  
DEPARTMENT OF POLICE OPERATIONS:  
agreement with the Bureau of Justice Assistance  
through the Office of Criminal Justice Services  
and to accept and deposit an Edward Byrne  
Memorial Grant 2024-JG-A03-23501 in the  
amount of $41,250 for the Toledo Police  
Department; authorizing the appropriation and  
expenditure of funds from the Operation Grants  
Fund; authorizing the expenditure in an amount  
not to exceed $20,000 from General Fund;  
authorizing the Mayor to enter into a contract  
with Midwest Public Safety, LLC for the  
purchase of camera systems for police vehicles;  
waiving the competitive bid requirements of  
Chapter 187 of the Toledo Municipal Code; and  
declaring an emergency  
exceed $95,000 from the Capital Improvement  
Fund for the purchase of Mobile Data Terminals  
(MDTs) for police vehicles; authorizing the  
Mayor to accept bids and award contracts; and  
declaring an emergency.  
COUNCILMAN HOBBS PRESENTS THE FOLLOWING 2 ITEMS FROM THE  
DEPARTMENT OF LAW:  
Incorporation, and Downtown Services Plan  
and Budget of the Downtown Toledo  
Improvement District for the five-year period  
commencing January 1st 2026; and declaring an  
emergency.  
hear objections relative to the provision of  
enhanced public services by assessment in the  
proposed Downtown Toledo Improvement  
District and setting a board hearing date; and  
declaring an emergency.  
petition in support of and in furtherance of the  
Downtown Toledo Improvement District;  
authorizing the inclusion of certain City-owned  
properties within the proposed District;  
authorizing the assessment of said properties;  
authorizing the annual expenditure of an amount

cooperative agreements between the City of  
Toledo and the State of Ohio, Department of  
Transportation (ODOT) and giving consent to  
ODOT to design and construct roadway  
improvements within the City of Toledo limits  
on Washington Street from 17th Street to  
Summit Street - PID No 123598; and declaring  
an emergency.  
the Toledo Metropolitan Area Council of  
Governments (TMACOG) Transportation  
Improvement Program (TIP) for the purpose of  
obtaining financial assistance for transportation  
infrastructure projects; and declaring an  
emergency.  
bounded by Oakside Road & Holland-Sylvania  
Road, by installing three (3) street lights;  
authorizing the annual cost for said  
improvement from the General Fund and the  
Assessed Fund; and declaring an emergency.
