COUNCIL PRESIDENT HARTMAN PRESENTS THE FOLLOWING 2 ITEMS:  
Adopting a calendar for 2025 for City Council; and declaring an  
emergency  
Amending the Rules of Council by repealing and enacting Rule  
II.E. specifying days for Council Meetings; and declaring an  
emergency.  
COUNCIL MEMBER GADUS PRESENTS THE FOLLOWING ITEMS FROM THE  
MAYOR'S OFFICE OF NEIGHBORHOOD SAFETY & ENGAGEMENT  
Authorizing the Mayor to enter into an agreement with  
the Office of Juvenile Justice and Delinquency  
Prevention (OJJDP) and to accept and deposit a grant  
in the amount of $1,000,000 to enhance school safety,  
school climate, and family support at schools  
disproportionately impacted by gun violence; authorizing  
the appropriation and expenditure of funds from the  
Operation Grants Fund for the program; authorizing the  
Mayor to enter into contracts for said program; waiving  
the competitive bidding requirements; and declaring an  
emergency.

COUNCILMAN HOBBS PRESENTS THE FOLLOWING ITEM FROM THE  
DEPARTMENT OF POLICE OPERATIONS:  
Authorizing the Mayor to accept bids and enter into a  
three-year agreement for a security system upgrade and  
monitoring for the Toledo Police Department Tow Lot;  
authorizing the expenditure of funds from the Tow Lot  
Fund of an amount not to exceed $65,000; and  
declaring an emergency.  
COUNCILMEMBER KOMIVES PRESENTS THE FOLLOWING 3 ITEMS FROM  
THE DEPARTMENT OF PUBLIC SERVICE:  
Authorizing the Mayor to amend and extend an  
agreement with Keep Toledo/Lucas County Beautiful,  
the Toledo Metroparks, and GoZERO Services, Ltd.  
(GoZERO) for the collection and composting of food  
waste; authorizing an agreement with Go Zero for one  
year for food composting services; authorizing the  
appropriation and expenditure of $35,000 from the  
General Fund; waiving the competitive bidding  
provisions of TMC 187; and declaring an emergency.  
Authorizing the Mayor to enter into an agreement with  
Mulch King LLC for the purchase of top soil for the city  
demolition program; authorizing the expenditure of an  
amount not to exceed $45,000 from the General Fund;  
waiving competitive procurement requirements of TMC  
Section 187; and declaring an emergency.  
Authorizing the expenditure of an amount not to exceed  
$65,000 from the Toledo Urban Forestry Commission  
Trust Fund for the Division of Urban Beautification -  
Forestry Operations to supplement the Re-Tree Toledo  
grant award with the Professional Services of a  
Communications Consultant; authorizing the Mayor to  
enter into an agreement for said purpose; and declaring  
an emergency.  
COUNCILMAN MARTINEZ PRESENTS THE FOLLOWING 5 ITEMS FROM THE  
DEPARTMENT OF PUBLIC UTILITIES:

Authorizing the appropriation of $2,107 and the expenditure of  
$70,107 from the Sewer Replacement Fund and the  
appropriation of $1,925 and expenditure of $57,925 from the  
Storm Water replacement Fund and the expenditure of  
$46,000 from the Water Replacement Fund for the purchase  
and installation of airflow control upgrades for the fume hoods  
at Environmental Services; authorizing the Mayor to enter into  
contract for said purpose; waiving competitive bid provisions of  
TMC Chapter 187; and declaring an emergency.  
Authorizing the Mayor to enter into contract with OHM  
Advisors for geolocation services; authorizing an  
expenditure of an amount not to exceed $18,000 from  
the Water Operating Fund; waiving the competitive  
bidding provisions of the TMC Chapter 187; and  
declaring an emergency.

Authorizing the Mayor to enter into a four (4) month  
extension of the existing lease agreement with the Ohio  
Building Company, Ltd., for 1,475 square feet of  
customer service space for the Division of Utilities

Madison Avenue; authorizing the expenditure of  
$10,725 for said lease extension; and declaring an  
emergency.  
Authorizing the Mayor to renew the Public Water System  
License from the State of Ohio Environmental Protection  
Agency for the year 2025, for operation of the Water  
Treatment Facility at 3040 York St.; authorizing the  
expenditure of $111,800 from the Water Operating Fund; and  
declaring an emergency.  
COUNCILMAN MELDEN PRESENTS THE FOLLOWING ITEM FROM THE  
DEPARTMENT OF DEVELOPMENT:  
Approving a Community Reinvestment Area real  
property tax exemption for the Grand and Glenn, LLC

for the construction of a new multi-family, affordable  
housing facility, located at 3300 Glendale Ave., Toledo,  
Ohio 43614 in the Southwest Community Reinvestment  
Area (SW); authorizing the execution of an agreement  
and other documents related thereto; making certain  
findings and determinations in connection therewith; and  
declaring an emergency.  
COUNCILWOMAN MORRIS PRESENTS THE FOLLOWING ITEM FROM THE  
TOLEDO CITY PLAN COMMISSION:  
Authorizing the Mayor to accept funds in the amount of  
$275,000 from the Board of Lucas County Commissioners for  
the Lucas County General Planning Program; and declaring an  
emergency.  
COUNCILMAN SARANTOU PRESENTS THE FOLLOWING ITEM FROM THE  
DEPARTMENT OF FINANCE:  
Authorizing the expenditure of an amount not to exceed  
$75,000 from the General Fund for an extension of the  
consulting services contract for the preparation of the  
Annual Comprehensive Financial Report (ACFR) and  
accounting advisory services; authorizing the Mayor to  
extend the current contract for said services for a period  
of one year; and declaring an emergency.
