Improvement Fund District Improvement Program to  
renovate the existing football field at Westwood Park and  
authorizing the Mayor to execute the necessary contracts;  
and declaring an emergency.  
Authorizing the expenditure of $100,000 from the Capital  
Improvement Fund District Improvement Program to install  
a HAWK signal at the existing island located at Central and  
Barrington; and authorizing the Mayor to execute the  
necessary contracts; and declaring an emergency.  
COUNCIL MEMBER GADUS PRESENTS THE FOLLOWING 2 ITEMS FROM  
THE MAYOR'S OFFICE OF NEIGHBORHOOD SAFETY & ENGAGEMENT:  
Authorizing the Mayor to extend the existing agreement with  
the United Way of Greater Toledo to serve as the fiscal and  
administrative agent for the Healing & Compassion Fund  
project; authorizing the expenditure of an amount not to exceed  
$39,520; waiving the competitive bidding provisions of TMC  
Ch.187; and declaring an emergency.  
Authorizing the Mayor to enter an agreement with the

United Way of Greater Toledo (UWGT) to serve as the  
fiscal agent for the Young Leaders Collective; authorizing  
the expenditure of an amount not to exceed $34,400;

COUNCIL MEMBER GADUS PRESENTS THE FOLLOWING 3 ITEMS FROM  
THE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT:  
Authorizing the Mayor to enter into a modified and amended  
HOME Loan Agreement for South Toledo Homes I Ltd. dba  
South East Toledo Home I scattered site affordable housing  
portfolio; and declaring an emergency.  
Authorizing the Mayor to enter into a modified and amended  
HOME Loan Agreement for South Toledo Homes II Ltd. dba  
South East Toledo Home II scattered site affordable housing  
portfolio; and declaring an emergency.  
Authorizing the expenditure of $80,000 from the General Fund  
to provide funding support for Code Blue Cold Weather  
Response Initiative; authorizing the Mayor to enter into a  
donation agreement with the Toledo Lucas County  
Homelessness Board; and declaring an emergency.  
COUNCILMAN HOBBS PRESENTS THE FOLLOWING ITEM FROM THE  
DEPARTMENT OF LAW:  
Authorizing the Mayor and the Director of Law to enter into  
professional legal service agreements for the collection of code  
enforcement violation fines, income tax, general, and enterprise  
accounts receivables; authorizing expenditures for said  
services; waiving the formal bidding requirements of TMC  
Chapter 187; and declaring an emergency.  
COUNCILMEMBER KOMIVES PRESENTS THE FOLLOWING ITEM FROM THE  
DEPARTMENT OF TRANSPORTATION:  
Declaring it necessary to improve portions of Brockton Drive  
bounded by Imperial Drive and Sylvania Avenue, by installing  
street lighting; and declaring an emergency.

COUNCILMEMBER KOMIVES PRESENTS THE FOLLOWING 3 ITEMS FROM  
THE DEPARTMENT OF PUBLIC SERVICE:  
Authorizing the Mayor to execute all necessary grant award  
documents with the Ohio Environmental Protection Agency  
(OEPA) for a 319(h) Grant; authorizing the Mayor to accept  
and deposit grant proceeds in the amount of $278,480 into the  
Operation Grants Fund; authorizing the appropriation and  
expenditure of said grant proceeds for the Delaware Creek  
Stream Restoration Project, Phase 3; authorizing the Mayor to  
accept bids and execute necessary contracts to administer the  
grants; and declaring an emergency.  
Authorizing the Mayor to enter into and execute  
necessary agreements with the Ohio Environmental  
Protection Agency (OEPA) as granted through the  
H2Ohio fund for purposes of the Detwiler Golf Course  
Stream Restoration project; authorizing the acceptance,  
deposit, appropriation and expenditure grant proceeds in  
the amount of $400,000 into the Operation Grants  
Fund; authorizing the Mayor to accept bids and award  
contracts for the purchase of services and other  
necessary items to carry out the terms of this grant; and  
declaring an emergency.  
Authorizing the Mayor to enter into a professional services  
contract with SCS Engineers for Construction Quality  
Assurance (CQA) related to Gas Collection and Control  
System (GCCS) construction at the Hoffman Road Landfill;  
authorizing the expenditure in the amount not to exceed  
$12,100: waiving competitive bidding; and declaring an  
emergency.  
COUNCILMAN MARTINEZ PRESENTS THE FOLLOWING 5 ITEMS FROM THE  
DEPARTMENT OF PUBLIC UTILITIES:  
Authorizing the Mayor and Director of Public Utilities to  
execute a sewer agreement with Northwestern Water and  
Sewer District; and declaring an emergency.  
Authorizing the Mayor to enter into contracts for professional  
and general maintenance services, including the replacement of  
parts and materials associated with the Allen Bradley Electrical

Equipment Preventive Maintenance Project at the Division of  
Water Reclamation; authorizing the appropriation and  
expenditure of $600,000 from the Sanitary Sewer Replacement  
Fund for the Allen Bradley Electrical Equipment Preventive  
Maintenance Project at the Division of Water Reclamation;  
waiving the competitive bidding provisions of TMC Chapter  
187 to execute contracts with either the original equipment  
manufacturer, Rockwell Automation, or their local authorized  
sales and repair representative, McNaughton-McKay Electric  
Company; and declaring an emergency.  
Authorizing the Mayor to accept bids and award  
contracts for proprietary parts and equipment and  
construction services necessary to facilitate the  
construction of the Digester Heat Exchangers Project;  
authorizing the appropriation and expenditure of  
$100,000 from the Sanitary Sewer Replacement Fund  
for the continuation of the Digester Heat Exchangers  
Project at the Bay View Water Reclamation Plant; and  
declaring an emergency.  
Authorizing the Mayor to execute a fifth amendment to the  
professional engineering services contract with Black & Veatch  
Corporation to extend the length of contract and to adjust the  
scope of services performed for the Consent Decree with the  
United States Environmental Protection Agency (USEPA); and  
declaring an emergency.  
Authorizing the Mayor to enter into contracts for  
professional and general services associated with the  
rebuild and/or replacement of proprietary parts and  
equipment associated with the Roots Air Blowers  
Project in the Secondary Treatment Facility at the Bay  
View Water Reclamation Plant; authorizing the  
appropriation and expenditure of $200,000 from the  
Sanitary Sewer Replacement Fund for the Roots Air  
Blowers Project at the Bay View Water Reclamation  
Plant; waiving the competitive bidding provisions of  
TMC Chapter 187; and declaring an emergency.  
COUNCILWOMAN McPHERSON PRESENTS THE FOLLOWING ITEM FROM  
THE DEPARTMENT OF DIVERSITY & INCLUSION:
