COUNCILMAN HOBBS PRESENTS THE FOLLOWING 2 ITEMS FROM TOLEDO  
MUNICIPAL COURT:  
Authorizing an agreement between TASC (Treatment  
Accountability for Safer Communities) of Northwest Ohio, Inc.  
and City of Toledo through Toledo Municipal Court to create a  
referral relationship for professional services with TASC of  
Northwest Ohio, Inc. or through other providers identified by  
TASC of Northwest Ohio, to assess, evaluate, manage, monitor  
and report to Toledo Municipal Court on the progress of  
criminal defendants reintegration; authorizing an expenditure  
not to exceed $397,000.00; waiving the competitive procurement  
requirements of TMC Chapter 187 and making certain findings  
with respect thereto; and declaring an emergency.  
Authorizing the Mayor to accept and deposit an additional  
$118,544.00 from a grant received from the State of Ohio,  
Department of Rehabilitation and Correction, Division of Parole  
and Community Services for the appropriation and expenditure  
of those funds from the Community Corrections Grant, making  
the total grant award $1,728,613 for 2025-2027; authorizing the  
execution of any grant documents that may be required for the  
acceptance of the funds; and declaring and emergency.

Training Grant Agreement with the Public Utilities Commission  
of Ohio (PUCO) to complete necessary trainings and continuing  
education; authorizing the Mayor to accept and deposit $16,524  
in grant proceeds into the Operation Grants Fund; authorizing  
the appropriation and expenditure of grant funds; authorizing  
the Mayor to accept bids and award contracts; and declaring an  
emergency.  
Authorizing the Mayor to enter into and execute necessary  
agreements with the Great Lakes Commission (GLC) for  
purposes of the Active Adaptive Management Program  
(AAMP) phragmites control project; authorizing the acceptance,  
deposit, appropriation and expenditure of grant proceeds in the

Authorizing the appropriation and expenditure of an amount not  
to exceed $480,000 from the Water Replacement Fund and an  
amount not to exceed $480,000 from the Sanitary Sewer  
Replacement Fund to provide professional services necessary  
to continue program management duties related to the AMI  
Program; authorizing the Mayor to enter into a professional  
services contract; authorizing the Mayor to waive the  
competitive bidding provisions of TMC Chapter 187 for said  
purpose; and declaring an emergency.  
Repealing in its entirety Ord. 464-25 which authorized  
the Mayor to apply for and enter into loan agreements  
with the Water Supply Revolving Loan Account for the

agreements with the Water Supply Revolving Loan  
Account (WSRLA), and to accept, deposit, appropriate,
