expenditure of same for the St. Anthony’s Multi-Purpose  
Recreational Space; authorizing the Mayor to enter into an  
agreement with the Lucas County Land Reutilization  
Corporation; and declaring an emergency.  
NEW ITEMS FROM COUNCIL  
COUNICLMEMBERS JONES, HARTMAN & GADUS PRESENT:  
Submitting to the Toledo City Plan Commission a request to  
conduct a study for the purpose of creating a healthy food  
overlay, the harmful impacts of food deserts and Small-Box  
Stores, and other steps to incentivize businesses that provide  
healthy food to establish in areas that are currently  
designated as food deserts; a review of proposed text  
amendments to Toledo Municipal Code Sections 1103  
authorizing a public hearing on said text amendments and  
publication of said hearing; and declaring an emergency.

DEPARTMENT OF LAW:  
Authorizing the settlement of the claim of Angela Sobczak for  
personal injuries for the sum of $50,000 in settlement of her  
claim; and authorizing the expenditure of $50,000 from the  
Risk Management Fund; and declaring an emergency.  
COUNCILMAN HOBBS PRESENTS THE FOLLOWING 2 ITEMS FROM THE  
DEPARTMENT OF POLICE OPERATIONS:  
Authorizing the Mayor to enter into an agreement with  
Flock Group, Inc. for the facilitation of a year-long  
study on the efficacy of drone technology; and  
declaring an emergency.  
Authorizing the Mayor to enter into a three-year  
agreement for the purchase of Flock OS including 20  
additional Automatic License Plate Readers (ALPR)  
for the Toledo Police Department’s Real Time Crime  
Center; authorizing the expenditure of an amount not  
to exceed $150,000 from the General Fund; and  
declaring an emergency.  
COUNCILMAN HOBBS PRESENTS THE FOLLOWING ITEM FROM THE  
DEPARTMENT OF FIRE & RESCUE OPERATIONS:  
Authorizing the Mayor to accept an Ohio Department of  
Public Safety Grant from the Ohio Division of Emergency  
Services in amount not to exceed $3,264.88 for the City of  
Toledo, Department of Fire & Rescue Operations; authorizing  
the deposit, appropriation, and expenditure of funds; and  
declaring an emergency.  
COUNCILMEMBER KOMIVES PRESENTS THE FOLLOWING 2 ITEMS  
FROM THE DEPARTMENT OF PUBLIC SERVICE:  
Authorizing the Mayor to renew the agreement with  
Mansfield Oil Company for the continued operation of  
a fuel purchasing card program for a five (5) year term

with an option for five (5) successive one-year  
renewals; waiving the competitive bidding  
requirements of TMC Chapter 187; and declaring an  
emergency.  
Authorizing the Mayor to enter into a contract for  
emergency repair services to the electrical grounding  
system on the perimeter security fence at the Hoffman  
Road Landfill with U.S. Utility Contractor Co. Inc.  
(U.S. Utility); authorizing the expenditure of an  
amount not to exceed $92,000 from the Capital  
Improvement Fund; waiving the competitive  
provisions of TMC Chapter 187; and declaring an  
emergency.  
COUNCILMEMBER KOMIVES PRESENTS THE FOLLOWING ITEM FROM  
THE DEPARTMENT OF TRANSPORTATION:  
Amending Ord. 272-24 to include the installation of sanitary  
mains and service lines on St. Aubin Drive and Loxley Road;  
and declaring an emergency.  
COUNCILMAN KOMIVES PRESENTS THE FOLLOWING ITEM FROM THE  
DEPARTMENT OF PUBLIC UTILITIES:  
Authorizing the appropriation of $175,000 from the  
unappropriated balance of the Storm Water Replacement  
Fund and the expenditure of same for the Bandore Park  
Stream Restoration project; authorizing the Mayor to accept  
bids and enter into contracts for said project; and declaring  
an emergency.  
COUNCILMAN MARTINEZ PRESENTS THE FOLLOWING 3 ITEMS FROM  
THE DEPARTMENT OF PUBLIC UTILITIES:  
Authorizing the Mayor to accept bids and enter into  
necessary agreements for public lead service line  
replacements; authorizing the expenditure of an  
amount not to exceed $1,370,350 from the Local Fiscal  
Recovery Fund for said purpose; and declaring an  
emergency.  
Authorizing the Mayor to enter into a three (3) month  
extension of the existing lease agreement with the Ohio  
Building Company, Ltd., for 1,475 square feet of

customer service space for the Division of Utilities  
Administration, in the Ohio Building located at 420  
Madison Avenue; authorizing the expenditure of  
$8,045 from the Utilities Administration Fund for said

Authorizing the Mayor to execute a one (1) year professional  
services agreement with an option to renew for two one-year  
terms with PFM Financial Advisors LLC (PFM) for debt  
consulting services; waiving the competitive bidding  
requirements of TMC Chapter 187; authorizing the  
expenditure of an annual amount not to exceed $45,000 from  
the Water Operating Fund and an annual amount not to  
exceed $45,000 from the Sewer Operating Fund subject to  
appropriation; and declaring an emergency.  
COUNCILWOMAN McPHERSON PRESENTS THE FOLLOWING 2 ITEMS  
FROM THE DEPARTMENT OF INFORMATION & TECHNOLOGY:  
Authorizing the Mayor to enter into a five-year  
information security appliance management tool  
subscription agreement with support; authorizing the  
expenditure of an amount not to exceed $38,469.68  
from the Information and Communications  
Technology Fund; waiving the competitive bidding  
requirements of TMC Chapter 187; and declaring an  
emergency.  
Authorizing the Mayor to enter into agreements for the  
upgrade of the existing VMWare and Dell ESX host  
servers for the City of Toledo; authorizing the  
expenditure of $149,336.50 from the Capital  
Improvement Fund; waiving the competitive bidding  
requirements of TMC Chapter 187; and declaring an  
emergency.  
COUNCILMAN SARANTOU PRESENTS THE FOLLOWING 7 ITEMS FROM  
THE DEPARTMENT OF FINANCE:  
Declaring the necessity of providing sprinkling,  
sweeping, cleaning and snow removal services for  
streets, alleys and public ways in the City; providing  
for the assessment of the cost of those services; and  
declaring an emergency.

COUNCIL MEMBER GADUS PRESENTS THE FOLLOWING ITEM FROM  
THE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT:  
Authorizing the disappropriation of $150,000 from the  
Local Fiscal Recovery Fund; authorizing the  
appropriation of $150,000 from the Local Fiscal  
Recovery Fund for a Grocery Store Construction  
Incentive; authorizing the Mayor to enter into  
necessary agreements for said purpose; and declaring  
an emergency.  
COUNCIL PRESIDENT HARTMAN PRESENTS THE FOLLOWING 2 ITEMS  
FROM THE OFFICE OF THE MAYOR:  
Authorizing the Mayor to enter into an agreement with  
Smith Dawson & Andrews to provide the city with  
federal government affairs services for a term of one  
year with an option to renew for four (4) successive  
one-year terms; authorizing the expenditure of $77,000  
for said purpose; waiving the competitive bidding  
requirements of TMC 187; and declaring an  
emergency.  
Authorizing the expenditure of $75,000 from the General  
Fund to support the 2025 Italian Bowl as a Collaborative  
Sponsor; authorizing the Mayor to enter into a sponsorship  
agreement; and declaring an emergency.
