APPOINTMENTS FROM THE OFFICE OF THE MAYOR:  
Human Relations Commission  
ITEM FROM TOLEDO MUNICIPAL COURT:  
Authorizing the Mayor to enter into an agreement with the  
Criminal Justice Coordinating Council and to accept and deposit  
an OCJS Violence Against Women Act Grant in the amount of  
$12,370.81 on behalf of the Toledo Municipal Court; authorizing  
the appropriation and expenditure of said funds; and declaring  
an emergency.  
SECOND READING ITEM:  
Authorizing the appropriation and expenditure of an amount not  
to exceed $480,000 from the Water Replacement Fund and an  
amount not to exceed $480,000 from the Sanitary Sewer  
Replacement Fund to provide professional services necessary  
to continue program management duties related to the AMI  
Program; authorizing the Mayor to enter into a professional  
services contract; authorizing the Mayor to waive the  
competitive bidding provisions of TMC Chapter 187 for said  
purpose; and declaring an emergency.

COUNCIL MEMBER GADUS PRESENTS THE FOLLOWING 2 ITEMS FROM THE  
MAYORS OFFICE OF NEIGHBORHOOD SAFETY AND ENGAGEMENT:  
Authorizing the Mayor to enter into a contract with the  
Hospital Council of Northwest Ohio to serve as the  
coordinator of the Violence Reduction Council;  
authorizing the expenditure of an amount not to exceed  
$66,355 from the Operation Grants Fund; waiving the  
competitive bidding provisions of TMC Ch.187; and  
declaring an emergency.  
Authorizing the Mayor to enter into a contract with the  
Roca Institute to provide training and technical  
assistance to City of Toledo staff and CVIP project  
partners; authorizing the expenditure of an amount not to  
exceed $175,000 from the Operation Grants Fund;  
waiving the competitive bidding provisions of TMC  
Ch.187; and declaring an emergency.  
COUNCIL MEMBER GADUS PRESENTS THE FOLLOWING ITEM FROM THE  
DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT:  
Authorizing the Mayor to enter into a Real Estate Purchase and  
Sale Agreement with the Neighborhood Health Association of  
Toledo, Inc. (“NHA”) and to execute and deliver needed  
instruments for the sale and conveyance of city-owned real  
property located at 940 South Avenue, in Toledo, Lucas County,  
Ohio; approving the inclusion of a twenty (20) year restrictive  
use covenant and a Perpetual Easement in the conveyance;  
making certain findings with respect thereto; waiving the  
competitive bidding and advertising provisions of TMC 187.19;  
and declaring an emergency.

COUNCILMAN HOBBS PRESENTS THE FOLLOWING ITEM FROM THE  
DEPARTMENT OF LAW:  
Authorizing the Mayor to enter into a 36-month legal research  
subscription; authorizing the expenditure not to exceed $3,000  
per month subject to annual appropriations; waiving the  
competitive bidding provisions of TMC Chapter 187; and  
declaring an emergency.  
COUNCILMEMBER KOMIVES PRESENTS THE FOLLOWING ITEM FROM THE  
DEPARTMENT OF TRANSPORTATION:  
Declaring it necessary and providing for the rehabilitation  
of sidewalks and driveway approaches on various streets  
in the City of Toledo; and declaring an emergency.  
COUNCILMAN KOMIVES PRESENTS THE FOLLOWING ITEM FROM THE  
DEPARTMENT OF PUBLIC UTILITIES:  
Authorizing the appropriation and expenditure of $5,600 from  
the Water Replacement Fund, $11,200 from the Stormwater  
Replacement Fund, and $11,200 from the Sewer Replacement  
Fund for the purchase of one (1) Light-915M2 Portable Zeeman  
Mercury Analyzer for the Division of Environmental Services;  
authorizing the Mayor to enter into contract for said purpose;  
waiving competitive procurement provisions of TMC Chapter  
187; and declaring an emergency.  
COUNCILMEMBER KOMIVES PRESENTS THE FOLLOWING ITEM FROM THE  
DEPARTMENT OF PUBLIC SERVICE:  
Authorizing the disappropriation of $269,953.81 from the Capital  
Improvement Fund; authorizing the appropriation of an amount  
not to exceed $270,000 from the Capital Improvement Fund,  
authorizing the expenditure of an amount not to exceed  
$270,000 from the Capital Improvement Fund for the purchase  
of one packer truck; authorizing the Mayor to enter into a  
contract for said purchase; and declaring an emergency.

COUNCILMAN MARTINEZ PRESENTS THE FOLLOWING ITEM FROM THE  
DEPARTMENT OF PUBLIC UTILITIES:  
Authorizing the expenditure of an amount not to exceed $20,550  
from the Water Operating Fund for the emergency repair to  
Ozone Victaulic couplings at the Water Treatment Plant;  
authorizing the Mayor to enter into an emergency contract with  
Etna Supply Co.; waiving the competitive provisions of TMC  
Chapter 187; and declaring an emergency.  
COUNCIL PRESIDENT WILLIAM S PRESENTS THE FOLLOWING ITEM FROM  
THE DEPARTMENT OF PARKS AND YOUTH SERVICES:  
Repealing Ordinance 455-25 in its entirety; authorizing the  
Mayor to accept a donation from the Junction Coalition as pass  
through from the Owens Corning Foundation in the amount of  
$100,000 to support renovations at H.V. Savage Park;  
authorizing the deposit, appropriation and expenditure of  
$100,000 in the Capital Improvement Fund for the project;  
authorizing the Mayor to accept bids and enter into contracts  
for said project; and declaring an emergency.

COUNCILWOMAN McPHERSON PRESENTS THE FOLLOWING ITEM FROM THE

replacement Windows 10 computers and related computer

LLC, to facilitate the redevelopment of the former Sears
