COUNCILMAN HOBBS PRESENTS THE FOLLOWING ITEM FROM  
TOLEDO MUNICIPAL COURT:  
Authorizing the Mayor to enter into a contract on  
behalf of the Toledo Municipal Court for the purpose  
of enhancements to the Toledo Municipal Court and  
Toledo Housing Court’s websites; authorizing the  
expenditure in an amount not to exceed $55,000.00 for  
said contract purposes; waiving the competitive  
bidding requirements of TMC Chapter 187; and  
declaring an emergency.  
COUNCILMEMBER KOMIVES PRESENTS THE FOLLOWING 7 ITEMS  
FROM THE DEPARTMENT OF TRANSPORTATION:  
Authorizing the Mayor to enter into a contract with Rudolph  
Libbe for the emergency removal of a 12” water main on  
Nebraska Avenue between Division Street and Rogan Way;  
authorizing the expenditure of an amount not to exceed  
$34,000 from the Water Replacement Fund; waiving the  
formal competitive bidding provisions of TMC Chapter 187;  
and declaring an emergency.  
Authorizing the appropriation and expenditure of an amount  
not to exceed $10,000,000 from the unappropriated balance of  
the Water Replacement Fund for the Water Main Program;  
authorizing the Mayor to prepare plans and specifications,  
acquire required rights-of-way and easements as appropriate,  
accept bids and enter into contracts after due advertising for  
the design and construction of water mains; and declaring an  
emergency.  
Authorizing the Mayor to enter into cooperative grant

agreements with and accept financial assistance from  
the State of Ohio Department of Transportation  
(ODOT) for design and construction projects;  
authorizing the acceptance, deposit, appropriation and  
expenditure of grant proceeds into the Capital  
Improvement Fund in an amount not to exceed  
$15,448,957; authorizing the Mayor to execute all  
necessary documentation for the grants; authorizing  
the Mayor to accept bids and award contracts related  
to the design and construction; and declaring an  
emergency.  
Authorizing the expenditure of an amount not to exceed  
$15,000,000 from the Capital Improvement Fund for the Road  
Matches & Planning Program; authorizing the Mayor to  
prepare plans and specifications, acquire required  
rights-of-way as appropriate, and enter into contracts for  
road projects within the Division of Engineering and  
Construction Management; and declaring an emergency.  
Authorizing the expenditure of an amount not to  
exceed $26,000,000 from the Tax Roadway  
Improvement Fund for the General Resurfacing  
Program; authorizing the Mayor to prepare plans and  
specifications, acquire required rights-of-way as  
appropriate, utilize professional services necessary for  
planning, design, project management, and  
construction inspection, and enter into contracts for  
these projects within the Division of Engineering and  
Construction Management; and declaring an  
emergency  
Authorizing the appropriation and expenditure of an amount  
not to exceed $3,790,000 from the unappropriated balance of  
the Storm Water Utility Improvement Fund for various  
drainage improvement projects; authorizing the Mayor to  
prepare engineering studies, plans and specifications, acquire  
rights-of-way and easements as appropriate, accept bids and  
enter into contracts for said drainage improvement projects;  
and declaring an emergency.

Authorizing the appropriation and expenditure of an amount  
not to exceed $5,700,000 from the unappropriated balance of  
the Sewer Replacement Fund for various sewer replacement  
and improvement projects; authorizing the Mayor to prepare  
engineering studies, plans and specifications, acquire  
rights-of-way and easements as necessary, accept bids and  
enter into contracts; and declaring an emergency.  
COUNCILMAN MARTINEZ PRESENTS THE FOLLOWING 4 ITEMS FROM  
THE DEPARTMENT OF PUBLIC UTILITIES:  
Amending Section 3 of Ordinance 349-24 to include  
repairing all pump drives at the Reynolds Area  
Pumping Station; and declaring an emergency.  
Authorizing the Mayor to enter into a three (3) year security  
system equipment maintenance agreement with an option to  
renew for two (2) years for the Collins Park Water Treatment  
Plant; authorizing the expenditure of an amount not to exceed  
$40,000 annually from the Water Operating Fund for said  
purpose; waiving the competitive procurement provisions of  
TMC Chapter 187; and declaring an emergency.  
Authorizing the Mayor to extend the existing SAP Application  
Maintenance Support (AMS) contract for both the Finance  
ERP and Department of Public Utilities S4HANA SAP  
systems for a period not to exceed two years with an option to  
renew for an additional two years; authorizing an annual  
expenditure not to exceed $180,000 from the General Fund for  
ERP AMS services; authorizing an annual expenditure not to  
exceed $428,500 from the Utility Administration Fund for  
DPU S4HANA AMS services; waiving the competitive bidding  
requirements of TMC Chapter 187; declaring an emergency.  
Authorizing the expenditure of an amount not to exceed  
$16,547 for the payment of the City of Toledo's 2025 Dues to  
the WateReuse Association; and declaring an emergency.  
COUNCILWOMAN MORRIS PRESENTS THE FOLLOWING ITEM FROM  
THE TOLEDO LUCAS COUNTY PLAN COMMISSION:  
Authorizing the annual expenditure of an amount not to  
exceed $21,385 from the General Fund for the lease of vehicles  
for the Toledo Lucas County Plan Commissions; and  
declaring an emergency.
