Authorizing the Mayor to enter into successor  
parking lot agreements for the continued provision  
of parking spaces for City of Toledo employees;  
authorizing the expenditure of an amount not to  
exceed $450,000 from the General Fund; waiving  
the competitive procurement requirements of  
TMC Chapter 187; and declaring an emergency.  
Authorizing a one-year renewal of the City’s  
professional services agreement with McGohan  
Brabender; authorizing the expenditure of funds  
from the Healthcare Internal Service Fund; and  
declaring an emergency.  
Authorizing the Mayor to enter into an agreement with  
Anthem Blue Cross and Blue Shield for the provision of  
specific stop loss insurance services for a term of one (1)  
year; authorizing the expenditure of funds from the  
Healthcare Internal Service Fund; and declaring an  
emergency.

COUNCILWOMAN WILLIAMS PRESENTS FROM THE DEPARTMENT OF  
PARKS AND YOUTH SERVICES:  
Authorizing the expenditure of an amount not to exceed  
$130,000 from the Capital Improvement Fund for  
installation of parking lot lighting at Schneider Park;  
authorizing the Mayor to accept bids and award contracts  
for said purpose; and declaring an emergency.  
COUNCIL PRESIDENT HARTMAN PRESENTS FROM THE MAYOR'S OFFICE  
OF NEIGHBORHOOD SAFETY & ENGAGEMENT:  
Authorizing the Mayor to accept grant funds from the  
Bloomberg American Health Initiative (BAHI) at the  
Johns Hopkins Bloomberg School of Public Health to  
receive the Network of Practice Grant in the amount of  
$25,000; authorizing the appropriation and expenditure  
of said funds; and declaring an emergency.  
COUNCILMAN HOBBS PRESENTS FROM THE DEPARTMENT OF LAW:  
Authorizing the Mayor to purchase a boat  
insurance policy for the City’s FireStorm 36  
Rescue Vessel for one year with an option to renew  
for three additional one-year periods subject to  
available annual appropriation; authorizing the  
expenditure from the Risk Management Fund;  
waiving competitive procurement requirements of  
TMC 187; and declaring an emergency.  
COUNCILMAN HOBBS PRESENTS FROM THE DEPARTMENT OF POLICE  
OPERATIONS:  
Authorizing the Mayor to accept a grant in the

amount of $241,294.34 from the State of Ohio for  
police officer training; authorizing the deposit,  
appropriation, and expenditure of said funds; and  
declaring an emergency.  
COUNCILMEMBER KOMIVES PRESENTS FROM THE DEPARTMENT OF  
PUBLIC SERVICES:  
Authorizing the Mayor to enter into a 2024  
Community and Litter Grant Agreement with the  
Ohio Environmental Protection Agency (Ohio  
EPA); authorizing the acceptance, deposit,  
appropriation and expenditure of grant proceeds in  
the amount of $100,000 into the Operation Grants  
Fund; authorizing the appropriation of $25,000  
from the unappropriated balance of the Storm  
Water Utility Improvement Fund for  
grant-matching obligations; authorizing the  
acceptance, deposit and appropriation of fees  
collected; authorizing the Mayor to accept bids and  
award contracts for the purchase of services and  
other necessary items to carry out the terms of this  
grant; and declaring an emergency.  
COUNCILMAN MARTINEZ PRESENTS FROM THE DEPARTMENT OF PUBLIC  
UTILITIES:  
Authorizing the Mayor to enter into a one-year contract  
with Benevate, Inc. dba Neighborly Software for the  
development of an online portal for the customer  
assistance affordability certification and for operation of  
the portal; authorizing the expenditure in an amount not  
to exceed $25,000 from the Utility Administrative  
Services Fund; waiving the competitive bidding  
requirements of TMC Chapter 187; and declaring an  
emergency.  
Authorizing the appropriation and expenditure of  
$100,000 to fund the customer assistance grant program  
for water, sewer and storm water customers; and  
declaring an emergency.  
Repealing Toledo Municipal Code Section 929.03;

enacting a new Toledo Municipal Code Section 929.03 to  
establish new monthly billing for the sewer rates;  
repealing Toledo Municipal Code Section 929.04(b)(4).  
Authorizing the expenditure of an amount not to

Toledo's 2024 Dues to the WateReuse Association;
