SUMMARY & BACKGROUND:
The purpose of this ordinance is to make funding available to engage the consulting services of Cities United, a project of the Tides Center, to assist the city with developing a comprehensive public safety and violence reduction plan.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the Mayor is authorized to enter into a professional services agreement with Cities United, a project of the Tides Center, for the development and implementation of a comprehensive public safety and violence reduction plan, upon terms and conditions acceptable to the Director of Law and Director of Public Safety and consistent with American Rescue Plan Act regulations.

SECTION 2. That appropriation of $180,000 is authorized from the Local Fiscal Recovery Fund to Account Code 2021-10202-3SAVECOMTYNEI for the development and implementation of a comprehensive public safety and violence reduction plan and the expenditure of same is authorized.

SECTION 3. That this Council finds and determines it in the best interest of the city to waive the competitive bidding requirements of TMC 187 for the reason that Cities United provides unique services in its Custom Coaching and Capacity Building Package for planning, implementation and development of an action plan to reduce community violence and improve the public safety infrastructure of the city.
