SUMMARY & BACKGROUND:
The City operates the Collins Park Water Treatment Plant (WTP) to provide safe drinking water to the City and surrounding communities. As a byproduct of the treatment operations at Collins Park WTP, approximately 100,000 wet tons of spent lime or Drinking Water Treatment Material (DWTM) are produced annually.

The City is currently spending approximately $7,000,000 annually to secure contracts to dispose or beneficially reuse the DWTM produced at Collins Park in accordance with Ohio EPA and Ohio Department of Agriculture regulations. Other municipalities in Ohio are successfully implementing beneficial reuse programs using DWTM to reclaim exhausted quarry sites. Further, the beneficial reuse of DWTM to reclaim sites is a cost effective and sustainable solution to recycling DWTM.

A preliminary study was completed in 2022 which identified 69 sites in the Toledo region that would potentially benefit from reclamation activities using DWTM. This proposed work will further evaluate the most promising reclamation sites in the region, developing a detailed feasibility analysis and consider reclamation project development and preliminary design elements.
