SUMMARY & BACKGROUND:
The City entered into a contract, authorized by Ordinances 21-19 and 303-19, with Arcadis U.S., Inc. for professional engineering services for the Water Distribution System Model and Master Plan, otherwise known as the General Plan, through a competitive bidding process. The General Plan was submitted to and approved by the Ohio EPA in early 2021. Supplemental services work under this contract is continuing.

In parallel with the General Plan, the city was planning and implementing significant treatment process upgrades at the Collins Park Water Treatment Plant, which change the water quality characteristics of the system. The process upgrades were implemented in late 2021.

Ohio EPA requirements identified in the approval documentation of the General Plan include creating and calibrating an integrated City of Toledo/Lucas County water quality model; using it to evaluate water quality under current and future treatment and distribution system conditions, and evaluating the suitability of existing Stage 2 Disinfection Byproduct Rule (D/DBPR) compliance monitoring locations for effectively monitoring water quality.
