For the purpose of requiring that the Mayor and the Administration present to Toledo City Council an annual Comprehensive Public Safety Plan.

SUMMARY & BACKGROUND:

Public safety is a significant priority for members of Toledo City Council.  Council desires to ensure all Toledo residents live in clean, safe and healthy neighborhoods, where business and organizations can thrive. To hold safety leadership accountable, we must create a plan to set communitywide goals with measurable outcomes.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the Mayor and the Administration shall present to Toledo City Council on an annual basis a Comprehensive Public Safety Plan; specifying that the Mayor’s Office shall develop the plan in consultation with the Toledo Fire and Rescue Department, Toledo Police Department, City of Toledo Transportation Department, other City of Toledo Departments and other agencies pertinent to public safety including the Lucas County Court System, Toledo-Lucas County Health Department, Lucas County Sheriff’s Department, representatives for local health and school systems; establishing the contents of the Plan; and present the Plan before the Public Safety Committee of Toledo City Council within 60 days of the start of the new year and requiring the publication of the Plan on the City’s website.

 

SECTION 2.  That the minimum required contents for Comprehensive Public Safety Plan will establish goals, priorities, and standards for the following areas: Police; Fire Safety; Water; Code Enforcement; Public Health; and Emergency preparedness.

 

SECTION 3.  That the Plan required by this Ordinance shall be posted prominently for Public Comment on The City’s Website for no less than 30 Days after its submission to City Council. Final plan should be submitted to the Clerk of Toledo City Council 30 days after the public comment period has ended.

 

                     SECTION 4. It is found and determined that all formal actions of this Council concerning and relating to the passage of this Ordinance were passed in an open meeting of this Council, and that all deliberations of this Council and any of its committees that resulted in such formal action, were in meetings open to the public, in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code.

 

SECTION 5.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
