Title

Authorizing the appropriation and expenditure in an amount not to exceed $500,000 from the Sewer Replacement Fund for the I-65 Chlorination and De-Chlorination Renovation Project at the Water Reclamation Plant; and declaring an emergency.

SUMMARY & BACKGROUND:

The Water Reclamation Plant (Plant) is in the process of designing a new Chlorination Facility. The additional appropriated funds will allow the Plant to complete the design of the project at the Bay View Pump Station.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.                     That the appropriation of $500,000 is authorized from the unappropriated balance of the Sewer Replacement Fund to Account Code 6073-36000-4UC3219STDSTD and the expenditure of same is authorized for professional and engineering services to facilitate the I-65 Chlorination and De-Chlorination Renovation project at the Water Reclamation Plant pursuant to agreements and contracts authorized in Ordinance 585-19 and needed change orders.

 

SECTION 2. That the Finance Director is authorized to issue his warrant or warrants against the Account Code identified in Section 1 in an amount not to exceed $500,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.

 

SECTION 3. That the disappropriation of any remaining budget to fund balance is authorized at project closeout.

 

                     SECTION 4. That the Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to maintain the operational integrity of the Water Reclamation Plant, and to maintain compliance with the NPDES discharge permit requirements, as set forth by the Ohio EPA.
