SUMMARY & BACKGROUND:
The "Aggie Fund" is a 501(c)(3) organization dedicated to providing funding for abortion-related logistical needs. The City is the recipient of $180.9 million through the American Rescue Plan Act (ARPA) to be used to address the public health and negative economic impacts of the COVID-19 pandemic, 31 CFR 35.6. Additionally, recipient of ARPA funding may use funds for the provision of government services, 31 CFR 35.6(d). The Toledo Recovery Plan framework (authorized by Ordinance 530-21) should be amended to include an allocation of $100,000 to relieve financial burdens related to receiving reproductive healthcare. This ordinance amends the framework and allows for the appropriation and expenditure of $100,000 for Agnes Reynolds Jackson Fund ("Aggie Fund").

Summary
NOW, THEREFORE, Be it ordained by the Council for the City of Toledo:

SECTION 1. That the Mayor is authorized to enter into an agreement with The Agnes Reynolds Jackson Fund, Inc. for their program services, intended to relieve financial burdens of Toledoans related to receiving reproductive healthcare services. The agreement shall contain terms and conditions consistent with American Rescue Plan Act regulations and otherwise acceptable to the Director of Law.

SECTION 2. That the appropriation and expenditure of an amount not to exceed $100,000 is authorized from Account Code 2021-10100-1AGGIEFUNDRRP for purposes identified in Section 1.
