SUMMARY & BACKGROUND:
On September 27, 2022, City Council passed Ordinance 481-22, which authorized the expenditure of $144,000 in American Rescue Plan Act (ARPA) funds for a one-time payment of $3,000 to the 48 employees of the Lucas County 9-1-1 Regional Council of Governments (RCOG) who were previously employees of the City of Toledo’s 9-1-1 operations. This payment was mis-characterized as “premium pay” for the recipients. Instead, the payments were meant to reward those former city employees who remained with the RCOG and helped minimize any disruptions in service during the transition to a countywide emergency dispatch operation. Thus, to correct the record this Ordinance repeals Ordinance 481-22.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo,
SECTION 1. That Ordinance 481-22 is hereby repealed.
SECTION 2. This Ordinance is hereby declared to be an emergency measure and shall be in force and effect from and after its adoption. The reason for the emergency is for the immediate preservation of public peace, health, safety and property, and, further, to correct the record and provide clarity to interested parties.
