SUMMARY & BACKGROUND:
This legislation authorizes the disappropriation of $1,355,000 and re-appropriation and expenditure of $1,355,000 from the unappropriated balance of the Community Development Block Grant Fund to provide the necessary funding for strategic economic development initiatives in Neighborhood Revitalization Strategy Areas (NRSAs) and capacity building to non-profits graduates of the Toledo Neighborhood Capacity Building Institute (TNCBI).
The financial impact of this Ordinance is the opportunity to assist with code upgrades and improvements at Swayne Field in the Englewood NRSA, necessary for the establishment of the Toledo Weatherization and Lead Training Center, façade improvement and code upgrades of NRSA small businesses; and capacity building grants to graduates of the Toledo Neighborhood Capacity Building Institute.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That previously appropriated but unexpended CDBG funds from the Community Development Block Grant (CDBG) Fund, totaling $1,355,000, are authorized to be disappropriated from the CDBG Fund and be re-appropriated per Schedule A, attached hereto and made a part herein in its entirety.
SECTION 2. That the re-appropriation of $1,355,000 from the unappropriated balance of the CDBG Fund is authorized for expenditure per Schedule A; attached hereto and made a part herein in its entirety.
SECTION 3. That an expenditure not to exceed $1,355,000 is authorized and further authorizing any necessary agreements for the purposes listed in Schedule A subject to the terms and conditions deemed proper and requisite according to the Director of Law.
SECTION 4. That the Finance Director is authorized to issue his warrant or warrants in an amount not to exceed $1,355,000 in payment of all obligations upon presentation of properly approved documentation.
SECTION 5. That this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that same must be immediately effective in order to authorize the City to expend funds from the CDBG Fund.
