SUMMARY & BACKGROUND:

This ordinance authorizes expending $26,560 for the design of a river access ramp and accessible kayak launch at Harry Kessler Park. This project will be developed in coordination with Toledo Public Schools. School administrators have developed curriculum focused on aquatic biology and water quality investigation which require easily accessible access to the Ottawa River. The general public will have free access to the facility when not in use for educational purposes. 

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1. The expenditure of $26,560 is authorized from the Capital Improvement Fund Account Code 5040-40100-8CP2230PRKINF for the design of a river access ramp and kayak launch at Harry Kessler Park.

 

SECTION 2. That the Mayor is authorized to accept proposals and award contracts for the purposes specified in Section 1 upon terms and conditions as acceptable to the Director of Law and the Director of Parks and Youth Services.

 

SECTION 3. That the Finance Director is authorized to draw warrant or warrants against the above account code in payment of the above authorized obligations in the amount of $26,560 upon presentation of the proper voucher or vouchers.

 

SECTION 4. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that this Ordinance must be immediately effective in order to timely design and construct the Harry Kessler Park river access facility for proper and safe use.
