SUMMARY & BACKGROUND:
The City of Toledo applied for and was approved to receive Voluntarily Reallocated ERA2 supplemental funding in the amount of $34,025,186.76 from the U.S. Department of Treasury for the administration of the ERA Program. The Emergency Rental Assistance Program ("ERA Program") originally authorized by Ordinance 159-21 provided City of Toledo residents with financial assistance toward the payment of rental, utility, and internet expenses.

ERA2 supplemental funds will provide financial assistance and housing stabilization services to eligible households within the City of Toledo that can then use the funding to pay rent, utility, and internet expenses on a home if the City determines all of the following:

1. One or more individuals within the household has qualified for unemployment benefits or experienced a reduction in household income, incurred significant costs, or experienced other financial hardship during or due, directly or indirectly to the coronavirus pandemic;
2. One or more individuals within the household can demonstrate a risk of experiencing homelessness or housing instability; and
3. The household income is a low-income family (as such term is defined in section 3(b) of the United States Housing Act of 1937 (42 U.S.C. 1437a(b))).

The ERA Program requires prioritization of assistance for households with incomes less than 50% of the area median income or households with one or more individuals that have not been employed for the 90-day period preceding the application.
