SUMMARY & BACKGROUND:
Since 2016, the Law Department has subscribed to LexisNexis for electronic legal research capabilities. The current subscription, which costs $814.30 per month, expires on February 28, 2023. The Law Department has received competitive bids from Westlaw and LexisNexis. The Law Department has compared the proposals from the leading legal research service providers and has determined that LexisNexis offers the best research tool at the lowest price with a monthly subscription rate of $848.00 for first year; $882.00 for second year; and $918.00 for third year. In exchange for a 36-month commitment, LexisNexis, an Ohio Company, will provide electronic legal research systems to the Law Department.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the Mayor is authorized to enter into a 36-month legal research subscription with LexisNexis, upon terms and conditions acceptable to the Director of Law.

SECTION 2. That, subject to future appropriations, the expenditure of an amount not to exceed $1,000 per month from the General Fund, Account Code 1001-12000-1145001STDSTD, is authorized for the legal research subscription.

SECTION 3. That the Director of Finance is authorized to draw the warrant or warrants to LexisNexis Corporation in an amount not to exceed $1,000 per month for 36 months from the above Account Code in payment of the authorized obligations upon presentation of proper vouchers.

SECTION 4. That this Ordinance being an emergency measure shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation ...
