SUMMARY & BACKGROUND:
Ordinance 417-22, passed on September 13, 2022, appropriated $200,000 from the SCMR fund to the Road and Bridge Maintenance Division for MLK Bridge repairs and improvements. This legislation allows for the expenditure of those appropriated funds. The contractual services will be in form of a supplemental agreement to an existing contract with Hardesty Hanover for the design of replacement drive units for the MLK Jr Bridge. The new drive units will assist with the balance of the bridge, and prolong the life of the existing motors.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the Mayor is authorized to execute a supplement to the existing contract with Hardesty Hanover for expanded scope of design services needed for the Martin Luther King Jr. (MLK) Bridge upon such terms and conditions as shall be approved by the Director of Transportation and the Director of Law.

SECTION 2. That this Council finds and determines it is in the best interest of the City to waive the competitive procurement provisions of the TMC Chapter 187 for the reason that Hardesty Hanover is currently providing design services for the MLK Bridge and has familiarity with said assets.

SECTION 3. That an amount not to exceed $200,000 is authorized for expenditure from the Street Construction Maintenance and Repair Fund Account Code 2014-23100-2431001STDSTD, for Road and Bridge Maintenance contractual services.
