Authorizing the appropriation and expenditure of $50,875 from the General Fund for the provision of re-keying the entrances to all city offices at One Government Center; authorizing the Mayor to enter into a contract for said services; waiving the competitive procurement requirements of Toledo Municipal Code Chapter 187; and declaring an emergency.

SUMMARY & BACKGROUND:
Due to increased security requirements, there is a need to purchase and install new and consistent locking mechanisms for the entrances to the city-owned offices at One Government Center. Additionally, a key tracking system will be implemented and monitored by the Safety Director, who will be in charge of the distribution and returning of those with keys to the various offices.

This implementation will both increase security surrounding access to these floors as well as establish a much-needed monitoring system for tracking the keys.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the appropriation of $50,875 is authorized from the unappropriated balance of the General Fund to Account Code 1001-89800-1129001STDSTD and the expenditure of same is authorized for the provision of re-keying the City offices at One Government Center.

SECTION 2. That the Mayor is authorized to enter into a contract with McElheney Locksmiths for the provision of re-keying City offices at One Government Center, upon such terms and conditions deemed proper and requisite according to the Mayor, the Director of Safety and Director of Law.

SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive procurement requirements of Toledo Municipal Code Chapter 187 for the reason that McElheney Locksmiths has the current secured key system for the City and One Government Center and i...
