SUMMARY & BACKGROUND:
This ordinance authorizes the Mayor to enter into an agreement for Code Compliance process improvement consulting. The consultants will evaluate the City's existing organizational, operational and technology practices related to Code Compliance and recommend best practices that align with the Community Progress Report.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That an expenditure not to exceed in the amount of $40,500 is authorized from the Community Development Block Grant Fund Account Code 2015-56400-5G47005068DEM for the provision of Code Compliance process improvement consulting.

SECTION 2. That the Mayor is authorized to enter into a contract with Woolpert for the purpose authorized in Section 1, upon terms and conditions acceptable to the Director of Law and the Director of Building and Code Compliance.

SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive bid requirements of TMC Chapter 187 for the reason that Woolpert has the unique understanding of the City's environment through their extensive work with DPU, Cityworks PLL, and the strategic approach to code enforcement report provided to the City of Toledo by Center of Community Progress.

SECTION 4. That the Finance Director is authorized to draw warrant or warrants against the above-mentioned Account Code in an amount not to exceed $40,500 in payment of the above authorized obligations upon the proper voucher or ...
