Authorizing the Mayor to enter into a grant agreement with the State of Ohio Environmental Protection Agency (OEPA) and accept a grant in an amount not to exceed $100,000 from the OEPA Litter Management Grant Program; authorizing the deposit, appropriation and expenditure of said funds from the Operation Grants Fund; authorizing the Mayor to enter into or amend contracts for program services; waiving the competitive procurement requirements of TMC Chapter 187; and declaring an emergency.

SUMMARY & BACKGROUND:
The Division of Urban Beautification recognizes that tire disposal and recycling is an essential component in reducing blight in our community. The Tire Amnesty Program will address this city-wide problem, in cooperation with the Lucas County Solid Waste Management District, to provide City of Toledo residents an opportunity to properly recycle tires at a nominal cost of $.50 per tire. These grant dollars will be spread across several tire amnesty events from July 1, 2022 through June 30, 2023, with the concentrated effort of recycling a large volume of material.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a grant agreement with the OEPA for the Litter Management Grant Program in an amount not to exceed $100,000.
SECTION 2. That the Mayor is authorized to accept and deposit funds from the OEPA in an amount not to exceed $100,000 into the Operation Grants Fund Account Code 2016-56400-5G56402STDSTD for the Tire Amnesty Program.
SECTION 3. That the appropriation not to exceed $100,000 is authorized from the unappropriated grant proceeds of the Operation Grants Fund into Account Code 2016-56400-5G56402STDSTD; and further authorizing the expenditure of same for the purpose of the Tire Amnesty Program...
