SUMMARY & BACKGROUND:

The City of Toledo’s current health care contracts with Health Scope Benefits and Frontpath Health Coalition expired on June 20, 2022. The City is now in an agreement with another vendor for continuing health care coverage.

 

This ordinance authorizes HealthScope Benefits, Inc and FrontPath Health Coalition (hereinafter referred to as Third Party Administrators) to process medical claims incurred prior to June 1, 2022, which are received by the Third-Party Administrators from June 1, 2022 through May 31, 2023.

 

It is estimated the cost of the coverage will be approximately $170,000 for the 12-month run out period.

 

Summary

NOW, THEREFORE, Be it ordained by Council of the City of Toledo:

 

          SECTION 1.                     That the Mayor is authorized to extend the Agreements with HealthScope Benefits and FrontPath Health Coalition for a 12-month period to provide benefit claims run out services.  Such Agreement shall contain terms and conditions deemed proper and requisite according to the Director of Law and Director of Human Resources.

          

SECTION 2. That the expenditure of funds in an amount necessary for the benefit claims run out services is authorized from the Healthcare Internal Service Fund Account Code 7083-17100-537410-1156001STDSTD.

 

SECTION 3.                     That the Director of Finance is authorized to draw warrant or warrants against the account code in Section 2 in payment of the authorized obligations upon presentation of proper voucher or vouchers.  

 

SECTION 4.                     That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that the ordinance must be immediately effective in order to maintain quality healthcare coverages for the City of Toledo’s employees and their dependents.
