SUMMARY & BACKGROUND:
Lifepak 15 (LP-15) Cardiac Monitors/defibrillators are critical Emergency Medical Service/Advanced Life Support intervention tools and are integral to TFRD pre-hospital care/treatment of life-ending cardiac events, including arrhythmia corrections, i.e., VFIB, AFIB, and STEMI's, to return of spontaneous circulation (ROSC) following Cardiac Arrest.

This Ordinance permits the replacement of all end-of-service life units, per industry standard and manufacturer recommendation, and properly equips TFRD with the stock necessary to service the City of Toledo response area.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the Mayor is authorized to enter into agreements for the purchase of Lifepak 15 Cardiac Monitors, related equipment, and services. Said contracts shall contain such terms and conditions as the Mayor may deem requisite and proper and shall be subject to approval by the Department of Law and the Director of Fire.

SECTION 2. That the expenditure in an amount not to exceed $1,100,000 is authorized from the Capital Improvement Fund Account Code 5040-53000-8CP2234FIRLPK for the purchase of Lifepak 15 Cardiac Monitors, related equipment, and services.

SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive bid requirements of TMC Chapter 187 for the reason that Stryker is the sole-source provider for Lifepak ...
