Title
Authorizing the mayor to enter into a software license agreement with DLT Solutions, LLC for the renewal of 37 Autodesk licenses and related software and maintenance for a period of 12 months; waiving competitive procurement provisions of the TMC Chapter 187; authorizing the expenditure of an amount not to exceed $22,000 from the Sewer Operating Fund; authorizing the expenditure of an amount not to exceed $8,000 from the Street Construction Maintenance and Repair Fund; and declaring an emergency.

SUMMARY & BACKGROUND:
This ordinance waives the competitive bidding requirements of the TMC 187 and further authorizes the expenditure of $30,000 in order to purchase software license agreements with DLT Solutions, LLC, along with related software and maintenance, for thirty-seven (37) seats of Autodesk. This program is utilized for the design of sewer, water, roadway, and stormwater projects. Funding for this expenditure is included in both Engineering and Construction Management's and Road and Bridge Maintenance's 2022 operating budget.
DLT Solutions, LLC is the Master Government Aggregator for the entire U.S. Market and Government Services Administration (GSA) contract holder for Autodesk; therefore, all quotes created for Autodesk must be generated by DLT. Further, DLT provides free technical support through IMAGINiT, and is designated a platinum partner with Autodesk, providing the highest level of service, support, and training.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the mayor is authorized to enter into software license agreements with DLT Solutions, LLC for one year for thirty-seven (37) seats of Autodesk, upon such terms and conditions as the mayor may deem requisite and proper, subject to approval by the Department of Law and the Director of the Department of Transportation.
