SUMMARY & BACKGROUND:
The Division of Road and Bridge Maintenance (formerly Streets, Bridges & Harbor) completed a salt storage and brine-making facility for a cost of approximately $1.3 million in 2015. The usage of brine in the treatment of snow and ice reduces the amount of rock salt that is applied to the roadways and saves on both the life of the pavement and the cost of salt. An upgrade is available to the existing Cargill Accubrine system that will better track brine usage, give the capability to blend materials rapidly during operation as needed, allow for faster and more accurate brine making, and save labor hours in brine making. The cost of the system from the manufacturer, including all parts and training, is $88,228. Funds are available in the Special Assessment Services Fund, Snow and Ice Salt budget to pay for this upgrade.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That this Council finds and determines it is in the best interest of the City to waive the competitive procurement requirements of TMC Chapter 187 for the reason that the Accubrine Upgrade can only be purchased from Cargill Salt.
SECTION 2. That the expenditure of an amount not to exceed $92,000.00 is authorized from the Special Assessment Services Fund Account Code 3050-23100-2422001STDSTD for the purchase of the Accubrine Upgrade.
