SUMMARY & BACKGROUND:
Ordinance 476-21 previously authorized the acceptance of an Air Grant from the Ohio Environmental Protection Agency (OEPA) in the amount of $1,347,358 and a grant amount from the United States Environmental Protection Agency (USEPA) in the amount of $558,754 both of which were authorized to be deposited into the Operation Grant Fund. Subsequently, the OEPA increased their grant award by $50,000 to allow $100 incentives to Lucas county citizens in the form of debit cards to purchase battery-operated lawn mowers through the lawn and garden equipment rebate program. Therefore, this ordinance is to authorize the acceptance and deposit of the additional award received from the OEPA.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the mayor is authorized to enter into an amended grant agreement with the Ohio Environmental Protection Agency upon terms and conditions acceptable to the Director of Public Utilities and the Director of Law.
SECTION 2. That the mayor is authorized to accept and deposit grant proceeds from the Ohio Environmental Protection Agency in an amount not to exceed $50,000 into the Operation Grants Fund, Account Code 2016-38000-6G2022SREBATE, for the purpose of completing work necessary to administer the grant.
SECTION 3. That the appropriation from the unappropriated grant proceeds in an amount not to exceed $50,000 is authorized from the Operation Grants Fund into Account Code 2016-38000-6G2022SREBATE and further authorizing the expenditure of same for the lawn and garden equipment rebate program.
SECTION 4. That the Director of Finance is authorized to issue warrant or warrants against the account codes above in amounts not to exceed those authorized above in payment of the obligations incurred pursuant to the above-authorized contracts upon presentation of proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property of the city and for the further reason that this ordinance must be immediately effective in order to implement this program within the Ohio Environmental Protection Agency designated time schedule.
