SUMMARY & BACKGROUND:

The City of Toledo has initiated a systematic, annual anti-tampering hydrant replacement program to replace old hydrants in high tampering and turn on areas.  Money for this program has been planned in the Department of Public Utilities Capital Improvement Program.  It is the intent of this ordinance to expend $700,000 from the Water Replacement Fund for the purchase of hydrants, hydrant valves and other related materials. 

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo: 

 

                     SECTION 1. That the mayor is authorized to accept bids and award contracts for purchases related to the Hydrant Replacement Program upon such terms and conditions deemed appropriate and requisite by the Director of Public Utilities and the Director of Law.

 

SECTION 2.                     That the expenditure of an amount not to exceed $700,000 is authorized from the Water Replacement Fund Account Code 6063-34000-4UC0520STDSTD for purchases related to the Hydrant Replacement Program.

 

SECTION 3.  That the Director of Finance is authorized to issue their warrant or warrants against the account code listed in Section 2 in the amount not to exceed $700,000 in payment of the obligations authorized upon presentation of the proper voucher or vouchers.

 

SECTION 4.  That the disappropriation of any remaining budget to fund balance is authorized at project closeout.

 

SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to permit the earliest possible repair of critical elements in the City of Toledo’s Water Distribution System.

Vote on emergency clause:  yeas 12, nays 0.
