SMMARY & BACKGROUND:
The city is the recipient of $180.9 million through the American Rescue Plan Act (ARPA) to be used to address the public health and negative economic impacts of the COVID-19 pandemic. The Toledo Recovery Plan framework (authorized by Ordinance 530-21) includes $3.0 million for improvements to the City of Toledo community and senior centers.
This Ordinance authorizes the appropriation and expenditure of $58,000 to complete a Facility Condition Assessment for the improvements needed at the City’s community and senior centers. Subsequent legislation will be presented to authorize the appropriation and expenditure of funds for the improvements recommended as a result of the Facility Condition Assessment.
Summary
NOW THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $58,000 is authorized from the unappropriated balance of the Local Fiscal Recovery Fund to Account Code 2021-26100-2COMMUNITYNEI for a Facility Condition Assessment for City of Toledo Community and Seniors Centers and the expenditure of same is authorized.
SECTION 2. That the Mayor is authorized to accept bids and award contracts to complete the facility condition assessment as authorized in Section 1, upon terms and conditions acceptable to the Director of Public Service and the Director of Law.
SECTION 3. That the Director of Finance is authorized to draw their warrant or warrants against the Account Code in Section 1 in an amount not to exceed $58,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers
SECTION 4. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property, and for further reason that the Ordinance must be immediately effective in order to allow the timely evaluate the City’s community and senior centers to plan for needed improvements.
