Title

SUMMARY & BACKGROUND:

To enhance the City of Toledo’s commitment to diversity and inclusion efforts, the Office of Diversity and Inclusion will embark on an incident management and anonymous reporting system to assist with collecting, addressing and reporting matters of discrimination and harassment.

 

The City posted its Request for Proposals from August 22, 2021 to September 7, 2021. Seven (7) companies responded: STOPit Solutions, HR Acuity & Compliance Line, Crisisgo Inc, Personal Grown Network Companies LLC, and Symplicity Corporation.  STOPit Solutions ranked the highest and offered the best value, lowest costs that included hotline service and was the only bidder to offer an app, an especially important option for accessibility by employees. In  addition, STOPit’s incident management system provides investigation tracking and data reporting capabilities that will facilitate fair, thorough and timely resolution of systemic concerns. Its services are ADA compliant.

 

Accordingly, the City determined STOPit Solutions to be best suited to provide these essential services, with a total cost not to exceed $80,000 for the term of the contract.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

           SECTION 1.                     That the mayor is authorized to enter into an agreement with Inspirit Group, LLC (dba STOPit Solutions) to provide incident management and anonymous reporting system services to the City of Toledo for a period of three (3) years, with the option to renew annually thereafter for up to two (2) additional years. Said contract shall contain such terms and conditions deemed proper and requisite according to the Directors of Law and Office of Diversity & Inclusion.

 

          SECTION 2.                     That, subject to the availability of funds and appropriation in future years, an annual expenditure in an amount not to exceed $16,000 per year is authorized from account code 1001-10700 -1121003 STDSTD for the purpose of providing employee assistance services.

 

          SECTION 3.                     That the Director of Finance is authorized to draw her warrant or warrants against the account code listed in section 2 in an amount not to exceed $16,000 annually in payment of the above authorized obligations upon presentation of proper voucher or vouchers.

 

          SECTION 4.                     That this ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that the ordinance must be immediately effective in order to maintain services beneficial to city employees and as mandated by the applicable collective bargaining agreements.
