SUMMARY & BACKGROUND:

The National League of Cities Institute (NLCI) City Inclusive Entrepreneurship (CIE) Program is providing a grant of $15,000 to the City of Toledo to support the city’s commitment to bringing informal entrepreneurs into the formal economy and providing them with the resources they need to grow their businesses. Informal businesses lack the appropriate licenses, permits and registrations needed for their specific business type. These businesses are therefore limited in their ability to access capital, compete for contracts and scale their operations. Through participation in a cohort of NLCI member cities, the Department of Economic Development has been selected to receive a $15,000 grant to work with the local entrepreneurial support network to create a program to bring five or more informal businesses into the formal economy. The CIE program strongly encourages bringing resources to individuals at the neighborhood level, thus the Junction Economic Transformation Center will be an effective partner for coordinating and implementing this program, which will include both a cohort experience and individual business counseling, as well as funding for necessary registrations, licenses and permits. Businesses will also be provided with a digital device, bookkeeping software and business record-keeping training.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the Mayor is authorized to enter into a Grant Agreement with the National League of Cities Institute in an amount not to exceed $15,000.00 and accept and deposit grant proceeds for the purpose of conducting an outreach and registration program for informal entrepreneurs. 

 

            SECTION 2.  That the appropriation of $15,000 is authorized from the unappropriated proceeds of the Operation Grants Fund to Account Code 2016-16400-5G00028STDSTD and the expenditure of same is authorized for the purpose listed in Section 1.

 

                     SECTION 3.  That the Mayor is authorized to enter into a contract with the Junction Coalition, in the amount of $15,000, and that the Junction Economic Transformation Center will implement an outreach and registration program for informal entrepreneurs.

 

              SECTION 4. That this Council finds and determines it in the best interests of the City to waive the competitive bidding requirements of Toledo Municipal Code Section 187.19 for the reasons that Grantor recommends that the programming be limited to a neighborhood or business sector of demonstrated need, and that the resources be brought to the neighborhood level, thus the Junction Coalition Junction Economic Transformation Center is equipped to align with those recommendations.

 

              SECTION 5.  That the Mayor, Director of Economic Development, and Director of Law are authorized to execute and deliver such agreements, deeds, certifications and instruments and to take such other lawful action as may be necessary or appropriate in order to carry out the purpose authorized herein.

 

                     SECTION 6. That the Finance Director is authorized to draw warrant or warrants against the above Account Code in an amount not to exceed $15,000 in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.

 

                     SECTION 7.  That it is found and determined that all formal actions of Council concerning and relating to the passage of this Ordinance were adopted in an open meeting of Council and that all deliberations of Council and any of its committees that result in such formal action were in meetings open to the public in compliance with all legal requirements, including Section 121.22, Ohio Revised Code.

 

            SECTION 8.  That this Ordinance is declared to be an emergency measure and shall take effect and be in force immediately from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that this Ordinance must be immediately effective to facilitate the receipt and expenditure of grant proceeds.
