Authorizing the appropriation and expenditure of $5,424,500 from the Local Fiscal Recovery Fund for fiscal year 2021 American Rescue Plan Act premium payments for eligible City of Toledo employees; and declaring an emergency.

SUMMRY & BACKGROUND:
The City of Toledo is the recipient of $180.9 million through the American Rescue Plan Act ("ARPA"). One of the four statutory eligible uses for these funds is to provide premium pay to eligible workers that have performed essential work during the COVID-19 public health emergency.
The Toledo Recovery Plan framework (approved by Ordinance 531-21) includes $8.6 million for premium pay for essential work. This Ordinance authorizes premium payments that were made to eligible City of Toledo employees during fiscal year 2021 to be recorded as an expenditure in the Local Fiscal Recovery Fund. This will reduce the expenditure in the General and other funds where these premium payments were initially recorded upon ratification of bargaining agreements in 2021. These bargaining agreements included one-time premium payments for public safety forces at $3,500 per member and Local 7 at $2,200 per member.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $5,424,500 is authorized from the unappropriated balance of the Local Fiscal Recovery Fund (Fund 2021) and an expenditure not to exceed $5,424,000 is authorized in the Local Fiscal Recovery Fund (Fund 2021) for the purpose of recording fiscal year 2021 American Rescue Plan premium payments made to eligible City of Toledo employees during 2021.
