Authorizing a Then and Now Certificate for January and February 2022; and declaring an emergency.

SUMMARY & BACKGROUND:
This Ordinance authorizes Council to approve a "Then and Now" certificate pursuant to Ohio Revised Code Section 5705.41(D). A "Then and Now" certificate is required when expenditures over $3,000 are incurred without a fiscal officer certificate. This certificate is a written confirmation that at the time the order was made sufficient funds were available or were in the process of collection and were appropriated and free from any encumbrances.
The city's 2020 annual audit included a management comment indicating the requirement for these "Then and Now" certificates and Council's approval of same. This Ordinance approves the fiscal officer's issuance of a "Then and Now" certificate for January and February 2022.
The attached Schedule A shows those items where purchase orders were created after the associated invoice date, indicating a "Then and Now" obligation.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That Council authorizes the issuance of a "Then and Now" Certificate pursuant to Ohio Revised Code Section 5705.41(D) for the items and purposes identified on the attached Schedule A.
SECTION 2. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that this Ordinance must be immediately effective in order to time complete the Then and Now certificate.
Vote on emergency clause: yeas 12, nays 0.
Passed: March 29, 2022, as an emergency measure: yeas 12, nays 0.
