SUMMARY & BACKGROUND:
Shot Spotter (SST, Inc.) is the sole source provider of true wide-area gunshot detection, location, alert and analysis. Shot Spotter uses an array of acoustic sensors that reliably detect and accurately locate gunshots. No vendor, other than SST, Inc., possesses the comprehensive, field-proven, and patent-protected product. The Toledo Police Department is currently using Shot Spotter in two other areas of the City of Toledo. The Toledo Police Department has been using ShotSpotter since 2018 (Ord 442-18). This expenditure request is for the addition of 4 square miles in East Toledo for a period of three years. The East Toledo Shot Spotter expansion is part of the approved Toledo Recovery Plan (Ord. 530-21).

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the appropriation of $840,000 is authorized from the unappropriated balance of the Local Fiscal Recovery Fund to Account Code 2021-52000-3SHOTSPOTRNEI
and the expenditure of same is authorized for the Shot Spotter gunshot detection system.

SECTION 2. That the Mayor is authorized to enter into three-year subscription agreement with SST, Inc. for expansion of the Shot Spotter gunshot detection system, upon terms and conditions acceptable to the Director of Police and the Director of Law.

SECTION 3. That this Council finds and determines it in the best interest of the city to waive the competitive bidding requirements of TMC Chapter 187 for the reason that SST Inc., is the sole ...
