SUMMARY & BACKGROUND:
This Ordinance authorizes the expenditure of funds from the Capital Improvement (CIP) Fund for landfill cell development activities at the Hoffman Road Landfill (landfill). Landfill development activities are required to be implemented to ensure continued compliance with the landfill's new solid waste permit and to provide sufficient constructed disposal capacity to ensure uninterrupted solid waste disposal for the city of Toledo. The city is taking a phased approach to complete this project and spreading resources over a period of three (3) years; this is year one.

To implement cell development activities and maintain compliance with Ohio EPA, activities required to be completed include, but are not limited to: 1) subcontracting cost for environmental consulting and engineering cell design, 2) expanding and upgrading the landfill Gas Collection & Control and Leachate Collection Systems (GCCS and LCS, respectively), 3) development and construction of additional storm water and erosion control measures, and 4) infrastructure improvements, replacement and upgrades. These activities are required to develop an additional landfill cell in accordance with the Ohio EPA approved Permit-to-Install (PTI) and local, state, and federal rules and permits.
