SUMMARY & BACKGROUND:
The city will receive $180.9 million through the American Rescue Plan Act (ARPA) to be used to address the public health and negative economic impacts of the COVID-19 pandemic. The Toledo Recovery Plan framework (authorized by Ordinance 530-21), which outlines the city's projects that will be funded through ARPA, includes $12,000,000 for major investments in Toledo's parks and recreational facilities and playground equipment. This Ordinance authorizes the appropriation and expenditure of $4,815,000 of this amount for projects that will begin in 2022. Many of these 2022 projects will be funded through a combination of ARPA and other sources. The attached supporting documentation outlines the proposed projects and funding sources identified for each. This Ordinance only approves the appropriation and expenditure for the ARPA-related funding.

Summary
NOW THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the appropriation of $4,815,000 is authorized from the unappropriated balance of the Local Fiscal Recovery Fund to Account Code 2021-40100-7PARKSR and the expenditure of same is authorized for parks and recreation infrastructure revitalization initiatives as outlined in the attached Schedule A.

SECTION 2. That the Mayor is authorized to accept bids and use state-term or other cooperative or collaborative procurement pricing and award contracts for the purposes specified in Section 1, upon such terms and conditions as acceptable to the Director of Law and the Director of Parks and Youth Services.
