Authorizing the expenditure of $26,535 from the Storm Water Operating Fund for supporting the Second Edition of the Western Lake Erie Report Card; waiving competitive proposal requirements of Toledo Municipal Code (TMC) Chapter 187; and declaring an emergency.

SUMMARY & BACKGROUND:
The City of Toledo, Lucas County Commissioners and the Lucas County Sustainability Commission would like to use a phased approach to identify, quantify, and reduce the impacts from nutrient sources potentially contributing to Harmful Algal Blooms (HABs) in the Western Lake Erie Basin. Strategy will be consistent with the United States Environmental Protection Agency's (EPA's) Nine Element Watershed Plan Requirements for Impaired Waters. The EPA requires that nine elements be addressed in watershed plans funded with incremental Clean Water Act Section 319 funds and strongly recommends that they be included in all other watershed plans intended to address water quality impairments. This funding will provide the modeling that is necessary for the project.
This ordinance is for the Second Edition of the Western Lake Erie Report Card improved lake conditions which directly affect the fishing/tourism industry.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the expenditure of $26,535 is authorized from the Storm Water Operating Fund, Account Code 607A-38000-4000552STDSTD, to Lucas County Commissioners for the City of Toledo's share of the cost of the Second Edition of the Western Lake Erie Report Card.
SECTION 2. That the Mayor is authorized to enter into an intergovernmental cooperative agreement with Lucas County Board of Commissioners for the purposes authorized in Section 1.
