Authorizing the expenditure of $885,000 from the Golf Improvements Fund for golf course management services during 2022; and declaring an emergency.

SUMMARY & BACKGROUND:
The City of Toledo owns three (3) municipal golf courses whose operations are funded through the Golf Improvements Fund established by Toledo Municipal Code Section 953.03. All annual operating revenues are deposited in the Golf Improvements Fund. Expenditure authorization is required for 2022 for management services for these three (3) golf courses with Davey Golf. The city currently has an existing agreement with Davey Golf for these services as authorized by Ordinance 3-19. This ordinance authorizes the expenditure of funds for 2022 pursuant to this existing agreement.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the expenditure in the amount of $885,000 is authorized from the Golf Improvements Fund Account Codes 2005-40100-5C13804STDSTD, 2005-40100-5C13805STDSTD and 2005-40100-5C13806STDSTD for golf course management services.

SECTION 2. That the Finance Director is authorized to draw warrant or warrants against the Account Code in Section 1 in an amount not to exceed $885,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.

SECTION 3. That this Ordinance be an emergency measure and shall take and be in force and effect after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public property and further reason that this Ordinance must be immediately effective in order to continue the golf course operations so as to avoid any interruption to the 2022 golf season.
