Amending the Rules of Council by repealing and enacting Rule I.A. regarding President Pro Tem and repealing and enacting Rule V.B. standing committees; and declaring an emergency.

SUMMARY & BACKGROUND:
City Council desires to change the Rules of Council as revised to April 2, 2019, by changing the President Pro Tem from a rotating basis to an appointment by the President of Council, subject to Council confirmation, and by changing the standing committees.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That Rule I.A. of the Rules of Council that reads:
At the first meeting in January following a regular municipal election, the Council shall elect one of its members President who shall serve as President at the pleasure of Council. The President of Council shall preside at meetings of the Council and perform such duties as presiding officer as may be imposed by the Council. In the absence of the President of Council, the President Pro Tem shall serve as President. The President Pro Tem shall be rotated each calendar month in alphabetical order as the Councilmember presenting the Council Agenda and shall be first on first call.
Is hereby amended to read as follows:

The standing committees of Council shall be:
1. Budget Oversight Committee
2. Education, Recreation & Employment Committee
3. Finance & Debt Oversight Committee
4. Neighborhoods, Community Development & Health Committee
5. Public Safety & Criminal Justice Reform Committee
6. Regional Growth, Development & Small Business Enterprise Committee
7. Streets, Public Services & Utilities Committee
8. Water Quality & Sustainability Committee
9. Zoning & Planning Committee
Is hereby amended to read as follows:
The standing committees of Council shall be:
1. Education, Recreation & Employment Committee
2. Finance, Debt & Budget Oversight Committee
3. Health Promotion & Access Committee
4. Neighborhoods & Community Development Committee
5. Public Safety & Criminal Justice Reform Committee
6. Regional Growth, Development & Small Business Enterprise Committee
7. Streets, Public Services & Utilities Committee
8. Water Quality & Sustainability Committee
9. Zoning & Planning Committee
SECTION 3. That this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that the Rules of Council need to be revised to meet the needs of this City Council.
